Uganda Prepares for Digital Population Census in May 2024

Government Announces New Dates for National Population Census in 2024

The Uganda Bureau of Statistics (UBOS) had initially planned to conduct the national population census in August, but it was postponed due to delays in obtaining necessary equipment, particularly tablets for a digital approach. However, a recent decision by the cabinet has set a new date for this important national exercise.

In a statement made in Kampala on Wednesday, Dr. Chris Baryomunsi, the Minister for ICT and National Guidance, announced that the government is preparing to conduct the national housing and population census starting on May 10, 2024. He mentioned that the government will secure the required resources of over Shs130 billion by May next year to carry out the enumeration exercise across the country.

The new census night has been marked as May 9, preceding the actual population enumeration that will commence on May 10. On May 10, there will be a public holiday, and the enumeration process is expected to last at least 10 days.

The delay in conducting the census was partly attributed to UBOS’ challenge in securing Shs134 billion from the finance ministry, which was facing difficulties raising funds due to potential funding cuts from the international community following the passage of the Anti-Homosexuality Law.

Dr. Baryomunsi assured that the logistical issues that caused the postponement have been resolved. This census will be the first to use digital systems, promising faster results compared to previous manual exercises.

The last census, held in 2014, reported a population of 36 million in Uganda. Since then, estimates suggest the population has grown to slightly above 45 million. Census figures are crucial for guiding planning, policy development, program implementation, and monitoring development progress in line with the National Development Plan (NDP III) goals and objectives.

UBOS plans to recruit and deploy approximately 120,000 individuals across the country to assist in the enumeration exercise. This national housing and population census is a mandatory requirement for all UN member countries and is conducted every 10 years to facilitate proper planning for respective populations.
