NRM Pumps Millions into Grassroots Mobilization, Offers Transport and Cash to Village Leaders

KAMPALA, Uganda The National Resistance Movement (NRM) has initiated a comprehensive, parish-based grassroots mobilization strategy, marking a significant escalation of its political outreach ahead of the forthcoming electoral cycle.

In a circular dated November 28, 2025, from the Office of the Secretary General, Rt. Hon. Richard Todwong, the party directed all District and City Chairpersons to commence a series of village-level meetings across the entire country, starting December 4, 2025.

This new phase of engagement follows a successful round of district-level “pre-entry meetings,” the outputs of which have been crystallized into a detailed operational plan for the parish meetings. The circular outlines a robust framework of logistical facilitations and material support to ensure the program’s success.

Structured Facilitation for District Teams

To manage the mobilization, the party has detailed facilitation rates for various leadership categories within the district structures. Key beneficiaries include:

District Executive Committee (DEC) Members: 12 people per district, with the Chairperson receiving UGX 100,000 per day and other members receiving UGX 30,000.

Municipal/City Division Executive Committee (MEC) Members: 11 people per municipality, with similar rates.

Various District Coordinators: Including Administrative Secretaries, Patriotism Coordinators, and PLU Coordinators, who will each receive UGX 30,000 per day.

Sub-County Chairpersons: Who will be deployed within their jurisdictions and facilitated with UGX 20,000 multiplied by the number of parishes in their sub-county.

Direct Support for Parish-Level Engagement

The circular provides clear financial provisions for the actual parish meetings, focusing on participant transport, refreshments, and logistics:

  • Village Leaders: A transport refund of UGX 10,000 per person for 63 leaders from each village.
  • Meeting Refreshments: UGX 2,000 per person for the same 63 attendees.
  • Logistics: UGX 30,000 per parish for security and UGX 100,000 for venue preparation.
  • Publicity: A dedicated UGX 500,000 per district for media and publicity efforts.

A notable administrative directive mandates that all financial facilitations be channeled through official Party District Bank Accounts. To ensure operational efficiency, the circular also orders a review of account signatories during district meetings to prevent bottlenecks caused by unavailable or politically conflicted individuals.

Material Deployment to the Grassroots

Beyond financial logistics, the NRM is equipping its grassroots structures with a substantial cache of campaign materials per village, including:

  • 10 copies each of the “National Chairman’s Message to the Grassroots” and the “Grassroot Mobilization Handbook.”
  • 63 T-shirts per village.
  • A significant number of posters, with a strategic differentiation between rural and urban areas. Rural villages will receive 100 A2 posters, while urban and peri-urban villages will receive 500 A2 posters to account for higher population density.
  • 200 handbills, or “pocket posters,” per village.

The Secretary General expressed his gratitude to all party leaders and cadres, underscoring the importance of a unified and effective mobilization drive.

This meticulously planned initiative signals the NRM’s commitment to reinforcing its presence at the most fundamental level of Ugandan society, ensuring its message and structures are deeply embedded within every village across the nation.
