Mr. Aliga Hamid, the Councillor representing Obongi Town council in the district council of Obongi Local Government, has vowed to lead his fellow councilors on Monday morning to lock the office of Leru Andrew, the former embattled CAO of Obongi. Leru, who has been transferred long ago to Manafa district, has instead refused to vacate his office for the incoming CAO, Humphrey Otim.
In an interview with The Ankole Times on Sunday evening, Aliga promised that Leru would not enjoy sitting in his former office illegally, as they would lock his office. He, however, warned Leru not to intimidate any media house through social media, stating that they would ensure his removal from Obongi whether he likes it or not.
He advised the people of Manafa to be vigilant, questioning why a CAO like Leru Andrew, who was transferred long ago, cannot leave his former workplace promptly but instead continues to act without the knowledge of the council in the district he was transferred from long ago.
Hon. Hamid requested H.E the President to order the arrest and investigation of CAO Leru Andrew, alleging Leru’s connections to influential figures in Entebbe and Kampala.
In a communication made to our reporter by the Chairman LCV of Obongi district on Sunday evening, he confirmed that Leru has not handed over his office to the new CAO, emphasizing the need to forcefully remove him from Obongi so that the new CAO, Humphrey Otim, can assume office for better service delivery in the district. He accused Leru of promoting technical staff through the district service commission in a questionable manner, despite his absence from office.
In a related development, one councilor, who requested anonymity, suggested that Leru should be investigated together with the district communication officer by the State House Anti-corruption Unit, citing a conflict of interest in Obongi district.
A 73-year-old resident stated that the community of Obongi wants Leru Andrew to be suspended and investigated by the Public Service. Additionally, whoever is covering for him from the ministry should be reported to H.E the President, as Leru’s intentional delay in moving to Manafa District, where he was transferred long ago, is causing concern.
Another female councilor, speaking on condition of anonymity, stated they are ready to lock the office of Obongi CAO Andrew Leru, and as a Council, they will reverse any promotions he made to technical staff.
Meanwhile, when contacted, the RDC Hasaka Samuel Mpimbasa expressed belief that Leru has been engaged in illegal activities in the district since his transfer. He called on the office of the Auditor General, IGG, and State House Anti-corruption Unit to conduct a forensic audit, as Leru is acting contrary to government office protocols.
Leru Andrew was unable to confirm these allegations, as his known phone number was unavailable at press time.
