Over 200 case files related to corruption in Obongi District have mysteriously disappeared from Obongi Central Police Station.
Police in Obongi have been unable to account for these over 200 cases reported by the community and the RDC’s office. The cases, dating back approximately two years, have not been concluded due to alleged corruption within the CID department at Obongi CPS, led by the former Ag OC CID Obongi ASP Adrani Christopher and the current OC CID Obongi D/ASP Balisanyuka Isiko.
According to RDC Hasaka Samuel Mpimbasa, all the missing files pertain to government-funded programs that were allegedly mismanaged by senior technical staff, including the former CAO of Obongi, Andrew Leru, who was recently transferred to Manafa District.
Hasaka is also calling for a forensic audit to investigate the financial indiscipline in Obongi caused by the former CAO, Andrew Leru.
Other cases involve partner-funded projects that were also allegedly mismanaged by senior technical staff in collusion with the police CID department in Obongi District.
The missing corruption files relate to projects that were either ghost projects, never implemented despite receiving funds, or shoddy work and abandoned projects with funds already paid.
One such “ghost project” involved over 620 million shillings allocated to Gulu University for 11 fish ponds that were never constructed.
An anonymous district councilor in Obongi stated that they are planning to write a letter inviting the IGG, State House Anti-Corruption Unit, Col. Nakalema Edith, and the new IGP to visit Obongi District to address the loss of several sensitive case files. They are demanding the arrest of the suspected police officers and four technical staff members.
Mohammed of Palorinya sub-county commended the Deputy IGG, Dr. Patricia Acca, for interdicting Onapa Ivan Opio, the Obongi district engineer, and having him detained in Luzira.
