RDC Paul Eseru Honored as Best Pakwach Leader of 2023 by Mwa Forum for Transformative Leadership and Development

Pakwach, Uganda: The Resident District Commissioner (RDC) of Pakwach, Mr. Paul Eseru, has received an award from the Pakwach Mwa Forum as an appreciation for his efforts in uplifting the district and the entire Jonam area in terms of constant development. The Pakwach community, especially on Tuesday, joined the Pakwach Mwa Forum and the people of Jonam in awarding RDC Paul Eseru at his office at the district headquarters for elevating Pakwach district to a level comparable with other parts of the country.

“On behalf of Pakwach Mwa Forum and the people of Jonam, Ocama Moses, with deep gratitude, felt privileged to have been given the honor and the assignment to officially hand over the award to the RDC/representative of H.E the President in Pakwach district, as the overall ‘Best District Leader for the calendar year 2023.”




According to Ocama, this award is a reflection of the significant impact of Mr. Paul Eseru’s selfless dedication and stewardship to see the NRM government achieve its commitments/manifestos for the people of Jonam/Pakwach District.




“The turnaround in the fortunes of the district ever since you assumed office has been self-evident, as we have seen Pakwach district steadily improve in terms of performance ranking in the country,” said Ocama.




The community of Jonam is very aware of these facts, which explains why Paul Eseru couldn’t escape their notice. According to an anonymous community member, the security of the district has improved since Eseru assumed office as a full RDC.

On the other hand, NGOs such as Action Aid, Transparency International, FORD Foundation, among others, also awarded a certificate of integrity and recognition to the RDC, mainly for his role in the fight against corruption in the district of Pakwach.

“Thank you, Commissioner, for your steadfast commitment in all these. We are really humbled and proud of you. We would like to see more progress in Health (ongoing construction of health centers in the District), Education department, Production (Wadelai irrigation schemes), implementation of PDM, Emyoonga, YLP, among others. Others include tourism, works, and infrastructural projects cropping up in the district,” reads the statement.




In a nutshell, they requested him to uphold the standards and continue with his commitment and dedication in serving the people of Jonam and others, as stated by Ocama Moses, Chairman of Pakwach Mwa Community.
