(Bushenyi) – The Office of the President has appointed Emmy Ngabirano as the new Resident District Commissioner (RDC) for Bushenyi district following the suspension of Robert Atuhairwe over serious misconduct allegations. Ngabirano previously served as the RDC in Masindi for three years.
Atuhairwe’s suspension stemmed from allegations that he improperly entered Bweranyangi Girls Senior Secondary School to deliver gifts to a Senior Three student, reportedly his romantic partner. On September 27, 2024, Atuhairwe allegedly coerced school security guards to allow him access to the school premises, where he presented birthday gifts to the student. The young girl had informed her classmates about her relationship with the RDC and anticipated the gifts he would bring.
After the incident, parents and community members expressed their concerns to authorities at State House regarding Atuhairwe’s behavior. In a letter dated October 15, 2024, Hajj Yunus Kakande, the secretary of the Office of the President, ordered Atuhairwe to temporarily step aside from his duties as RDC while an investigation and disciplinary proceedings are conducted. He was instructed to hand over his responsibilities to his deputy, William Katsigazi Donanto.
During the handover ceremony on October 28, Katsigazi praised the Office of the President for placing trust in him and welcomed Ngabirano. He emphasized Ngabirano’s skills and commitment to public service as assets that would help advance the district’s development goals.
Ngabirano also expressed his readiness to collaborate with district leadership to ensure the successful implementation of government initiatives. He stated, “I’m here for service delivery. To make sure that the NRM manifesto is implemented by 2026. We have accountability and I will work with the team to make sure that the manifesto is implemented so that we have the services, we do the launching, monitoring, and commissioning of government programmes to ensure that there is value for money.”
Jaffari Basajjabalaba, the chairperson of the Bushenyi district LC5, indicated that the political leadership is prepared to work closely with the new RDC to foster a cooperative environment for the district’s progress.
