West Nile Institutions Fail IGG Spot Check

Deputy Inspector General of Government Anne Twinomugisha Muhairwe has uncovered widespread absenteeism and extortion among civil servants in West Nile during unannounced inspections.

(West Nile) – Deputy IGG Twinomugisha visited several public institutions in Terego and Maracha districts on November 19, 2024, as part of her mission to evaluate service delivery and enforce anti-corruption measures. During her inspections, she found evidence of gross misconduct at health facilities and schools, raising concerns about the quality of services provided to residents.

At Cilio Health Centre III in Terego, the Deputy IGG discovered that the facility’s head, Dr. Francis Anguzu, had reportedly assigned unqualified staff to treat patients. Additionally, midwives at the maternity ward were found charging expectant mothers UGX 5,000 (approximately $1.33) for Mama Kits, which the Ministry of Health mandates should be distributed free of charge.




The situation at Cilio Primary School was equally troubling. Of the 18 teachers assigned to the school, only seven were present, leaving students stranded without guidance. The headteacher, Florence Ajio, and her deputy, Albert Asega, were summoned to the Inspector General of Government’s (IGG) office in Arua next week to explain their absences.




District supervisors, including Terego’s education officer Ejidra Dradria and acting health officer Simon Ongua, were also ordered to report to the IGG’s office in Kampala for failing to oversee their respective institutions effectively.




The Deputy IGG warned that legal action would be taken against civil servants who violate standing orders governing public service delivery. “The law empowers us to arrest or cause the arrest of any civil servant found contravening service delivery guidelines,” she said.

Twinomugisha expressed further frustration over political interference, which she blamed for undermining service delivery in the region. She emphasized the need for accountability among public servants to restore trust and efficiency in government services.

Today, the Deputy IGG is scheduled to meet with officials from Arua city and district before proceeding to Zombo on Thursday.
