Rubanda RDC Takes Action Against PDM Irregularities, Arrests Parish Chief and Summons Officials

Rubanda District Resident District Commissioner (RDC), Eric Ssewandigi, has taken swift action against irregularities in the Parish Development Model (PDM) program by arresting Kiyebe Parish Chief, Tumwakiire Aliphosina, and ordering the police to summon Rubanda District Commercial Officer Moses Mukyiza and Ruhija Sub County Chief Elias Tumukuratire.

The arrests follow allegations that the officials included non-resident beneficiaries in the PDM program, in violation of its guidelines.




Specifically, it is alleged that Mukyiza introduced a friend, Tumukuratire included his wife, and Tumwakiire added three individuals from Kabale, all of whom received UGX 5 million each.




Upon questioning, Tumwakiire admitted to bringing in the three individuals, who confessed to paying UGX 200,000 each to the PDM committee after receiving UGX 1 million each in PDM funds.




Ssewandigi accused Tumwakiire of influencing the PDM committee to include these non-resident beneficiaries, who then paid bribes to secure their inclusion.

The five individuals who improperly benefited from the PDM program are Akampurira Night, Akamumpa Mirachal, Kyomugisha Christine, Neema Evelyne, and Tumuhimbise Pricilar.
