The Rukiga District security team, led by the Resident District Commissioner (RDC), Mr. Kamusiime Zadok, has been engaging stakeholders across various sub-counties to discuss and implement strategies aimed at enhancing security and promoting peace.

These meetings, which bring together key players in the district’s security framework, demonstrate a strong commitment to safeguarding citizens and fostering a secure environment.




The engagements follow President Yoweri Museveni’s recent Parish Development Model (PDM) mobilization tour in Kigezi, during which he addressed a rally at Rushebeya Grounds on February 14, 2025.




Organized by RDC Kamusiime, in collaboration with the Rukiga District Chairperson, Mr. Robert Mbabazi, and the office of the Chief Administrative Officer (CAO), the sessions aimed to reinforce the President’s message on improving household incomes through the PDM.




Addressing rising concerns about religious divisions among the Banyakigezi, which he said hinder development, the RDC urged locals to focus their efforts on combating poverty, which he described as the common enemy.

He further emphasized the need for unity of purpose, stating that local council leaders are the “taproot” of peace and stability, on which Uganda’s security is anchored. He encouraged them to lead by example and fulfill their constitutional duties diligently.

Mr. Kamusiime also observed that many residents show little interest in public infrastructure such as schools, roads, and health facilities, wrongly assuming these are solely government property. He reminded them that such facilities are held in trust by the government for the benefit of the people and urged citizens to take active roles in government projects to achieve socio-economic transformation.




In his address, the RDC called on civil servants to desist from late coming, absenteeism, and absconding from duty. He singled out some extension workers and parish chiefs for underperformance, warning that such behavior damages the image of the government.

He also tasked LC III chairpersons to take responsibility for security in their jurisdictions and to supervise all sub-county staff to ensure efficient service delivery.

Regarding the forthcoming general elections, Mr. Kamusiime warned against any form of violence and urged residents to maintain peace before, during, and after the elections.




The RDC and his team traversed all four sub-counties—Kashambya, Rwamucucu, Bukinda, and Kamwezi—as well as Muhanga and Mparo Town Councils.

During the public engagements, locals expressed concern about the growing number of illegal immigrants, particularly Rwandese, entering the district. In response, the RDC cited Uganda’s spirit of Pan-Africanism as the reason the country welcomes many of its African neighbors. He clarified that the security forces are only targeting individuals who commit crimes, in accordance with national law.
