President Yoweri Museveni, also the Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF), convened the Defence Forces Council at State House, Entebbe, where the focus was on the significance of the newly launched UPDF Establishment 2021. The president, alongside top military officials, emphasized strategic decisions aimed at bolstering national security and enhancing the effectiveness of the UPDF.
During the meeting, President Museveni signed an executive order to mark the launch of the UPDF Establishment 2021 and received four copies of the associated book. This milestone marked a crucial step in the modernization and optimization of Uganda’s defense architecture, as discussed during the High Command session held the previous day.
In his address, President Museveni drew parallels between the UPDF Establishment 2021 and the role of medical professionals, emphasizing their shared objective of preserving the nation’s well-being. He likened the establishment to public health measures, aimed at preventing conflicts through strategic planning, while also ensuring the capability for effective response when necessary.
Highlighting the importance of the doctrine of defense and the establishment’s structures, President Museveni stressed their role in maintaining peace and security across Uganda. He underscored the need for effective planning and execution to address evolving threats and challenges, positioning the UPDF as a crucial guardian of national stability.
President Museveni lauded the visionary approach embodied in the UPDF Establishment 2021, noting its alignment with scientific principles and modern defense strategies. He emphasized the document’s significance in guiding Uganda’s defense efforts, drawing from historical contexts while embracing contemporary advancements.
During the Council meeting, the president honored the late Lt Gen (Rtd) Pecos Kutesa, recognizing his exemplary service and contributions to Uganda’s liberation struggle. Lt Gen (Rtd) Kutesa’s bravery and dedication were highlighted, reflecting his pivotal role in various military operations aimed at securing the nation’s freedom.
Gen Wilson Mbasu Mbadi, the Chief of Defence Forces (CDF), commended the comprehensive process leading to the formulation of the UPDF Establishment 2021. He emphasized its consultative nature and its focus on strategic jointness and operational efficiency, essential for modern defense capabilities.
Hon. Vincent Ssempijja, the Minister for Defence and Veteran Affairs, hailed the UPDF Establishment 2021 as a blueprint for organizational effectiveness and operational excellence. He emphasized its role in ensuring national security and safeguarding Uganda’s sovereignty in an increasingly complex global landscape, attributing the country’s socioeconomic progress to President Museveni’s leadership and commitment to peace and stability.
