New Security Deal Between Uganda and Somalia

Uganda and Somalia have signed an Implementation Agreement to enhance security collaboration, focusing on regional stability and mutual support in the Horn of Africa.

(Kampala) – Uganda and Somalia have strengthened their security ties with the signing of an Implementation Agreement aimed at enhancing collaboration between the two nations. The agreement, signed during a meeting between Uganda’s Minister of Defence, Hon. Marksons Oboth, and Somalia’s Minister of Defence, His Excellency Abdulkadir Mohamed Nur, outlines practical strategies to address shared security challenges in the region.

The meeting, held at Serena Hotel in Kampala, was an extension of earlier discussions initiated by the two countries’ Heads of State. During the session, both ministers emphasized the importance of transforming these discussions into actionable plans that would benefit the Horn of Africa as a whole. Hon. Oboth highlighted the significance of mutual cooperation, especially in tackling regional threats and reinforcing solidarity across the region.




Minister Abdulkadir Mohamed Nur expressed his appreciation for the role of the Uganda Peoples’ Defence Forces (UPDF) in stabilizing Somalia. He noted that the UPDF’s presence had contributed not only to security but also to educational and community development projects in the country. Abdulkadir emphasized that the partnership between Uganda and Somalia reflects their shared commitment to Pan-Africanism and unity, which is crucial for ensuring that Somalia is capable of taking full responsibility for its security.




Lt. Gen. Sam Okiding, Deputy Chief of Defence Forces of the UPDF, spoke about the deep cultural and historical ties between the two countries. He referred to Somalia as a “shared heritage” and “home” for both Uganda and Somalia, stressing the need to build on these foundational agreements to create sustainable outcomes for both nations. He also underscored the importance of turning these collaborations into concrete results that would benefit the people of both nations.




The Commander of the Somalia National Armed Forces, Maj. Gen. Ibrahim Sheikh Muhudin, also expressed his gratitude towards Uganda, recognizing the UPDF’s vital contributions to combating terrorism and ensuring stability. He further acknowledged the hard work of both countries’ technical teams in clarifying the roles and responsibilities of the troops.

The meeting was attended by senior military officials from both countries, including Brig. Gen. Micheal Kabango, Chief of Staff Land Force; Brig. Gen. David Gonyi, Chief of Staff UPDF – Air Force; Brig. Gen. Dr. Patrick Ochen, Deputy Joint Staff Health Services; and several others.
