President Yoweri Kaguta Museveni, who also serves as the Commander in Chief of the Uganda People’s Defence Forces (UPDF), officially opened a Marine Pier at the Sustainable Base in Ntokoro, Mayuge District. The President extended his congratulations to the Commandant of the Marine Brigade for the remarkable growth of this essential force, which began as a modest unit and has since expanded.

In emphasizing the critical role of the Marine Brigade in water body security, President Museveni noted that approximately 20% of Uganda’s territory consists of freshwater, a substantial portion of which borders Tanzania, Kenya, and Congo. He underlined the security implications of these vast water resources and discussed plans for enhancing surveillance with both water-based and shore-based “eyes.”

President Museveni encouraged the Marine officers to delve into the history of naval warfare, enhancing their expertise in water security matters. He emphasized the significance of their role and urged them to become specialists in water-related issues.

Addressing concerns related to the Fisheries Protection Unit and allegations of corruption, President Museveni sought reassurance from Bunya County West Member of Parliament, Hon. Aggrey Bagiire, who confirmed the unit’s positive reforms and its effective combat against illegal fishing practices on lakes.

President Museveni reiterated the importance of good governance and the empowerment of Ugandans to defend themselves against injustice through the election of local leaders, including LC1, LC II, LCIII, and LCV officials.

Responding to a call for a special program to alleviate poverty in Busoga, raised by 3rd Deputy Prime Minister, Rt Hon. Rukia Nakadama, President Museveni expressed willingness to return to the region and discuss the matter. He recalled his previous recommendations for small-scale farmers and the seven recommended activities for people with four acres or less of land.

President Museveni also addressed the issue of land compensation in the area where the Marine barracks now stands, emphasizing that the establishment of the barracks is a necessary government function. He stressed the importance of compensation and land allocation for the barracks.

Rt. Hon. Rukia Nakadama proposed the provision of seedlings to farmers in Busoga, citing challenges with the Parish Development Model (PDM). However, President Museveni explained the government’s rationale for the PDM, emphasizing the need for individuals to purchase seedlings and offering a starting point of Shs1m for each beneficiary.

Hon. Vincent Bamulangaki Ssempijja, the Minister of Defence and Veteran Affairs, expressed gratitude to President Museveni for establishing the Marine Brigade, aligning it with the country’s long-term strategic development vision.

Maj. Gen. Leopold Kyanda, representing the Chief of Defence Forces (CDF), congratulated the Marine Brigade Commander, Brig Gen. Michael Nyarwa, and his team for their dedicated efforts in expanding the brigade’s capacity and capabilities. He highlighted the significance of professionalizing the army to efficiently fulfill its constitutional mandate.
