Seven UPDF Generals, Including Gen. Elwelu, Saluted as They Prepare to Retire

The Ministry of Defence and Veteran Affairs (MODVA) has formally documented seven senior officers of the Uganda Peoples’ Defence Forces (UPDF), ahead of their retirement later this year. The ceremony took place on 29th May at the MODVA headquarters in Mbuya.

The Chief of Joint Staff, Major General Jack Bakasumba, commended the retiring officers for their exceptional service, particularly in building capacity and leadership within the UPDF.




“These leaders have made remarkable contributions to national and regional peace, especially through international missions such as those in Somalia,” said Maj Gen Bakasumba.

The retiring generals include:

  • Lieutenant General Peter Elwelu

  • Major General Hudson Mukasa

  • Major General Francis Ben Okello

  • Major General George Igumba

  • Brigadier General John Byuma

  • Brigadier General Dominic Twesigomwe

  • Brigadier General Augustine Kamyuka Kyazze

Maj Gen Bakasumba emphasized that retirement is a natural and vital stage in military progression, allowing room for younger officers to step up while ensuring institutional continuity.




He encouraged the retiring officers to embrace this next chapter with a sense of purpose, reminding them to remain anchored in the values of the UPDF.




He also noted that proposed amendments to the UPDF Act, 2005, would enhance welfare support for retirees—including access to healthcare services, disability compensation, and full burial honours.

“There is a whole new kind of life ahead, full of experience, just waiting to happen. Some call it retirement, I call it bliss,” said Maj Gen Bakasumba, quoting American biochemist Betty Sullivan.

Lt Colonel Onesmus Amanya, Deputy Director for Compensation, Pensions, and Gratuity, advised the retiring officers to prioritize their health and conduct as they transition into civilian life. He stressed the importance of maintaining the discipline and values that defined their military careers.

The event was attended by MODVA officials, members of the Joint Services legal team, and representatives from the Veterans Legal Aid Clinics.
