President Yoweri Kaguta Museveni officially launched the National Population and Housing Census (NPHC) 2024 on December 12, 2023, at Kololo Independence Grounds, marking a crucial step in Uganda’s decade-long census cycle. The last census was conducted in 2014, and this upcoming digital census, set for the night of May 9, 2024, will leverage advanced technology for data collection, processing, and dissemination
The ceremony, attended by various dignitaries, highlighted the significance of census data in shaping national planning, policy formulation, and development monitoring. President Museveni stressed the importance of citizen participation, declaring May 10, 2024, as a public holiday to facilitate widespread involvement in the counting process.
During his address, President Museveni emphasized the planning benefits derived from accurate census data, enabling the government to better understand the population’s needs and allocate resources effectively. He applauded Uganda’s population growth, citing it as a positive outcome of improved healthcare and longevity.

Minister of ICT and National Guidance, Dr. Chris Baryomunsi, reassured citizens about the importance of the census, urging active participation for enhanced government planning and service delivery. The Minister of Finance, Planning and Economic Development, Hon. Matia Kasaija, acknowledged the support of development partners, including the United Nations Fund for Population Activities (UNFPA) and the World Bank.
Dr. Albert Byamugisha, the Chairperson of the UBOS Board of Directors, outlined the role of UBOS as the principal data collecting and disseminating agency, responsible for coordinating Uganda’s national statistical system. The Executive Director of UBOS, Dr. Chris Mukiza, expressed gratitude for the government’s substantial funding commitment, marking a shift towards self-sustainability in census endeavors.
The UNFPA representative in Uganda, Ms. Gift Malunga, commended the government’s dedication to the census and applauded Uganda’s embrace of digital tools for a more efficient and transparent enumeration process.
Development partners reiterated their unwavering commitment to the success of the 2024 Uganda National Population and Housing Census. The event concluded with acknowledgment of President Museveni’s leadership and approval of funds for the census activities.
The launch ceremony drew the participation of Ministers, Members of the Diplomatic Corps, Members of Parliament, and various dignitaries, signifying the collective importance attached to this pivotal milestone in Uganda’s statistical landscape.
