President Yoweri Kaguta Museveni recently reappointed Hajj Yunus Kakande as Permanent Secretary for the Presidency. Hajji Kakande has been serving in the same capacity since 2018.
The Presidency is a very sensitive docket because it handles a multiplicity of matters ranging from RDCs, organisation of national celemonies, among other areas. Being an accounting officer for this sensitive office is certainly quite challenging.
Hajj Kakande has, however, exhibited a high level of intellect and integrity during his tenure of service. He has never been involved in any corruption scandle. For the time he has served, the office has not experienced financial misappropriation.
Hajji Kakande also sederves applause for his commitment towards improving the welfare of the staff of the Presidency. It’s only during his reign that all Resident District and City Commissioners have been provided with transport means.
These brandy new vehicles have also been extended to majority of the deputy RDCs and RCCs in an intervention that has greatly improved on the monitoring function of the office.
There has also been commendable efforts in securing suitable office space for the officers with permanent offices built in some districts. The same can also be said about the District Internal Security Officers( DISOs) whose transport meas have also been addressed.
Salaries are cleared on time and the welfare of ministry employees is admirable. Therefore, his reappointment has been welcomed by many.
Many permanent secretaries of some ministries have been convicted over financial irregularities but for Hajj kakande, the sea is still calm. Before his contract in 2018, the fraternity of RDCs was a centre of complaints and discontent. Salaries were very low and welfare was alarming.
Some RDCs never had vehicles but now, almost all including their deputies have new vehicles.Some districts like Nebbi lwengo and others have got new well furnished offices of RDCs.There is a plan for every district to have a new building as office of the RDC. We therefore thank the fountain of honor for a wise decision of reappointing this gentleman.
