Yoweri Kaguta Museveni SUPPRESSES MARTHA KARUA’S EFFORTS TO REPRESENT BESIGYE

What started as a mere money-making deal by the intelligence agencies through half-backed intelligence has turned into a political, spy, and diplomatic mess of our times. And I shall explain.

As I earlier pointed out, ESO spy Ocwet Joseph and his other colleagues in ISO, Joint Anti Terrorism and CMI intended to make money as it has been especially during elections peak time in disguise of pleasing Museveni who is at the edge of political collapse given his age, health and family related issues.




Having failed to return Besigye to Kenya for a formal extradition procedure following Hon. Winnie Byanyima’s breaking story that her husband had been detained at Makindye barracks, there was need to deal with the diplomatic damage with immediate effect. First, it was agreed that Besigye be tried with immediate effect to reduce the shame and be remanded as a means to read the diplomatic and political dynamics. My contact would reveal that Dr. Besigye’s remand was a breather to the state.




When Mr. Museveni was informed about Besigye arrest he asked his spy heads to avail to him a detailed report. First, the internal affairs minister Gen. Oahinda Otafiire declined to have had any information about Ocwet and Emmy Katabazi Kabazi_ Besigye arrest from the foreign land. But, due to internal conflicts in the state spy agencies, each one of them with self motives, we are likely to have more clashes. In what seems to be the battle of the Titans.




According to my source, when Museveni asked for the detailed intel, he was given two separate reports. One by Col. Taban Amin, despite being head of economic intelligence at ISO, and of course, his report is literally sanctioned by Gen. Jim Muhwezi, who hates Col. Emmy Katabazi passionately. You would think that Tumwine bequeathed his hatred for Katabazi to Muhwezi!

If I may remind you, for the record since Museveni’s capture of power in 1986, ISO has never had two deputy directors until the reign of Gen. Elly Tumwine [RIP]. I wish to remind you that when Mr. Museveni appointed his Nicholas Kiprono Arap Biwott of Uganda, aka Emmy Katabazi, as deputy ISO boss and Taban Amin, Gen. Tumwine did not like him due to the CHOGM money deal of 2007.

Initially, Katabazi through Amama Mbabazi and Hon. Hope Mwesigye had lobbied for the beatification of all wetern Uganda towns in preparation for the 2007 CHOGM meeting, a deal that Tumwine castrated and took it forcefully. Being a close friend to Mbabazi at a time, Katabazi took the matter to the President, who intervened for purposes of peace building between the big headed Mukiga and a big headed Muhima General. As a result, it is believed that Katabazi or his allies were given the opportunity to beautify only Kampala by Hon. Hope Mwesigye, who was the local government minister and also a sister in law to the most powerful Prime minster [Mbabazi]. It is due to this CHOGM deal that Tumwine sworn in Taban Amin.




I am reliably informed that until his death, Gen. Tumwine undermined Katabazi’s intelligence reports and could only sanction his intelligence briefings from Taban Amin while Katabazi’s reports would be given to his overall appointing authority [Museveni]. For purposes of playing his divid and rule policy, Museveni left Emmy Katabazi for his personal interest and also left Taban not to annoy his one-eyed General [Tumwine]. It is with this reason that Museveni waited for Tumwine’s death in order to promote Katabazi to the Rank of Colonel.

According to my other inner informant, even Gen. Jim Muhwezi hates Katabazi. To some people, it’s because Museveni uses him to keep a keen eye on all Muhwezi’s economic dealing. [Later, I will bring to you Muhwezi and the Russian company deal over the so-called Digitalised number plates] Why is there still a fight to the extent that no new private vehicle is given a digitalised number plate todate.

Going back to the gist of this article, when Besigye was remanded, Mr. Museveni sought more guidance on how to manage the situation, but no one had anything more useful to offer. Some advised that Besigye be granted bail but wondered how he could he be released on a bail he didn’t apply for. “… According to Besigye’s lawyers, all they want is for he court to drop all charges. Said one of the meeting attendees..” OK. what do we do, asked? asked another attendee.




Accordingly, time was best spent with no conclusive way forward, and the meeting was adjourned with the basic way forward, like keeping a keen eye on the PFF leaders, among others. As misfortune would follow, Martha Karua expressed interest in representing her comrade Besigye, something that the Uganda government hadn’t anticipated. Again, another crisis meeting was summoned on how to handle this scenario. Sadly, there was an ongoing invitation of Mr. Museveni to Arusha to commemorate 25 yeas of EAC. I gather that he had wanted to delegate Rt. Hon. Rebecca Kadaga and the vice president for avoidance of diplomatic shame amongst his colleagues. Later, this move was dropped following the assurance by the secretariat that Besigye’s issue wouldn’t appear on the agenda.

When Karua’s issue was put forward, they sought to contact the Attorney General for the legal interpretation, but most importantly where Karua’s denial to represent Besigye would leave Uganda in terms of its diplomatic relationships.

Much as Kiwanuka seems to have no say on whether or not Karua represents Besigye, it is not news that Law council with its head Prof. Fredrick Ssempebwa are like paternal cousins with the Attorney in terms of reasoning.

Citing Alex Singahache Nuwagaba’s cadet of 2020, at least by Sunday, Karua’s application was denied. If I may remind you, Nuwagaba Alex completed his postgraduate diploma from Kenya and was approved by the council of legal education in Kenya as an advocate on 31st March 2016 from where he was signed on the roll of advocates in Kenya and later stated to practice there.

Later, when he applied in uganda, first at the DPP’s chambers to practice for two years as a prerequisite for approval to practice uganda. Following the DPP’s denial, Alex applied to Masiko & Co. Advocates from where he practised for two years and beyond, but still, the law council declined his approval.







Owing to this precedent Museveni through Kiryowa Kiwanuka and Fredrick Ssempebwa, the concluded that Karua’s attempts will not see light unless she first practices in Uganda under the Law council supervision such a person that has practiced her Law outside of Uganda’s jurisdiction politically rather than legally can render her services. Tomorrow, be ready to see Martha Karua as a mere legal observer. If at all, she will come to Uganda, the banana Republic.
