The Security Service of Ukraine (SBU) has officially notified the Russian state media figure Dmitry Kiselyov of fresh suspicions of serious criminal activity against Ukraine. Kiselyov, long regarded as one of the Kremlin’s most loyal and toxic propagandists, now faces charges under four articles of Ukraine’s Criminal Code. These charges relate to his active role in promoting Russia’s war, inciting the violent seizure of Ukrainian territory, and justifying atrocities committed by Russian forces.
According to the SBU, Kiselyov, who remains a key figure in Russian state television and hosts the widely watched “News of the Week” on the Kremlin-controlled channel Russia 1, has repeatedly used the media to spread falsehoods about Ukraine. His broadcasts regularly justify the full invasion launched by the Russian dictatorship, attempt to delegitimise the Ukrainian government, and push for its violent overthrow.
The new charges are based on updated evidence and expert analysis. Kiselyov is accused under Part 3 of Article 109 for actions aimed at overthrowing Ukraine’s constitutional order through media influence, Part 3 of Article 110 for threatening Ukraine’s territorial integrity with serious consequences, Article 436 for war propaganda, and Part 3 of Article 436-2 for publicly justifying and legitimising Russian aggression against Ukraine.
The SBU also reminded the public that these are not Kiselyov’s first violations. Back in March 2022, at the early stage of Russia’s full invasion, he was notified in absentia of suspicion for undermining Ukraine’s sovereignty.
Ukrainian authorities describe Kiselyov as a long-time key member of Russian dictator Vladimir Putin’s media apparatus. The SBU stressed that his content has regularly included calls for the complete occupation of Ukraine and open glorification of those involved in Russian war crimes.
As Kiselyov remains inside Russian territory, Ukraine’s security services are carrying out comprehensive measures to ensure he is held accountable for his crimes. Officials insist he must eventually face justice for his role in promoting the Russian regime’s criminal campaign against Ukraine.
In a related development, the SBU confirmed that another Kremlin mouthpiece, propagandist Vladimir Solovyov, has also been served with new charges for inciting constitutional overthrow, aggression, and genocide.
These cases are part of Ukraine’s continued legal response to the Kremlin’s use of media as a weapon of war, aiming to hold accountable those who have aided and justified aggression, crimes against humanity and the erosion of Ukraine’s sovereignty.
