Minister Haruna Kasolo Allegedly Diverted 2 Billion Shillings to Personal Foundation – Joel Ssenyonyi

According to Ssenyonyi, the Speaker of Parliament, the Right Honorable Anita Among, intervened by instructing him to halt the investigation. She asserted that the Microfinance Support Center did not fall under COSASE's jurisdiction, a claim Ssenyonyi disputes, citing legal clarity on the matter. The Speaker then redirected the investigation to the Public Accounts Committee-Central (PAC-Central), but Ssenyonyi claims that the probe was never carried out, effectively ending the matter.

Joel Ssenyonyi, the Leader of the Opposition in Parliament and a key figure in the National Unity Platform, made a shocking disclosure recently.

Ssenyonyi shared that while he was still serving as the chairman of the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), his team began investigating the Microfinance Support Center. During this investigation, they quickly discovered that Honorable Haruna Kasolo, the Minister of State for Microfinance who oversees the entity, had allocated 2 billion Ugandan Shillings to himself through his own organization, the Kasolo Foundation. Notably, Kasolo is the sole signatory for this foundation.




According to Ssenyonyi, the Speaker of Parliament, Right Honorable Anita Among, intervened by writing to him and instructing him to immediately halt the investigation. She claimed that the Microfinance Support Center was not under COSASE’s jurisdiction, a statement Ssenyonyi asserts is false based on the law. Following this, she redirected the investigation to the Public Accounts Committee (PAC) Central, which did not pursue the matter further, effectively ending the probe.




Ssenyonyi emphasized the need to address corruption head-on, stating that powerful individuals must stop protecting those engaged in corrupt activities. He warned that without genuine action, the government’s slogan of “zero tolerance to corruption” would remain empty words.
