Lydia Nabaasa, the town clerk of Luwero, has been suspended by the Inspector General of Government (IGG), Beti Kamya, due to allegations of misconduct. The decision was confirmed in a statement from the Inspectorate of Government (IG) on Monday, July 29.
In response to the IGG’s order, Innocent Asaba Birekeyaho, the Chief Administrative Officer (CAO) of Luwero, has already implemented the suspension. This action follows several complaints against Nabaasa, including claims of irregular land disposal and failure to complete council projects.
According to the IGG’s statement, during the suspension, Nabaasa is prohibited from traveling outside the country without explicit permission from the CAO. She is also barred from accessing her office unless summoned by the IGG for investigation purposes. Nabaasa is required to hand over all government property to the Acting Senior Assistant Town Clerk and will receive half of her basic salary during the suspension.
The suspension is a result of multiple complaints. Notably, Nabaasa is accused of improperly handling land disposal and permitting illegal construction on Luwero Town Council property. The allegations also include incomplete council projects, such as roadworks.
The IGG’s statement highlights that land at the Luwero taxi park, which belonged to the town council, was unlawfully seized by an individual named Ronald Luyinda. Luyinda constructed a building without proper permits or building plans, violating the Physical Planning Act of 2010. Despite being informed of the illegal construction, Nabaasa reportedly did not take appropriate action, allowing the building to be completed. Luyinda then paid property tax for this structure without an occupation permit, raising further concerns.
Additionally, the IGG reported that Nabaasa is implicated in financial irregularities. Payments totaling UGX 40,589,200 and UGX 18,912,800 were made to M/s Elton Construction Co. Ltd for materials for road construction projects on Nalongo and Ssemwogerere roads. However, the work has stalled, and it is claimed that UGX 15,000,000 intended for materials was misappropriated by Nabaasa.
