Mercy Kainobwisho is a distinguished Ugandan lawyer, business administrator, and corporate executive who serves as the Registrar General and Executive Director of the Uganda Registration Service Bureau (URSB). Prior to her current position, Kainobwisho served as the Director of Intellectual Property at URSB.
Kainobwisho holds a Master of Laws (LL.M.) from the University of Turin, a Bachelor of Laws (LL.B.) from Makerere University, a Diploma in Legal Practice from the Law Development Centre (LDC), a Master of Business Administration (MBA) from Makerere University, and a certificate in Copyright Law from Harvard Law School. With such an impressive educational background, she is widely recognized for her professional expertise, which is driven by a strong sense of self-esteem, self-motivation, and patriotism.
Her expertise spans various fields, including intellectual property law, business law, project management, oil and gas law, leadership, and general management. This wide-ranging skill set has greatly contributed to the stabilization and growth of URSB since she assumed office as Registrar General in 2020.
Kainobwisho’s exceptional performance was recently acknowledged when she received the 2024 Outstanding Public Officer of the Year Award at the KACITA Quality Awards. This achievement is just one of many, as she continues to be recognized both locally and internationally for her leadership and outstanding contributions.
In addition to her influential role in Uganda, Kainobwisho holds key positions within the Africa Regional Intellectual Property Organization (ARIPO) and the World Intellectual Property Organization (WIPO).
Under her leadership, URSB has undergone significant reforms, including the digitalization and automation of records, which has significantly improved operational efficiency. These reforms have contributed to URSB being recognized as the Government Agency of the Year in 2024.
Kainobwisho’s leadership and exceptional performance extend far beyond awards. She has consistently driven progress and inspired positive change in public service, corporate law, leadership, and intellectual property rights promotion not only in Uganda but across the African continent.
