A serialization by The Ankole Times, authored by spokesperson Steven Masiga, highlights ministers from Sironko District serving in the Bugisu Cultural Institution.
His Highness Jude Mike Mudoma is the Umukuka of the Bugisu Cultural Institution and was gazetted in 2023 following guidance from the Mbale High Court and clan mediations conducted by Umukuka I Emeritus, His Highness Wilson Wamimbi. The mediations were carried out in accordance with the Ugandan constitutional provisions on cultural leadership, particularly Article 246(2) of the Constitution and Section 16(1) of the Cultural Leaders Act, 2011.
Before assuming cultural leadership, His Royal Highness worked in the highest echelons of government as a consultant and board member of the Electricity Regulatory Authority Management Board. At one point, he also contested for the presidency of Uganda. He holds a Master of Science degree in Forestry from Makerere University, among other qualifications.
Rt. Hon. Dr. Kosea Wambaka Makwasi is in his mid-40s and is regarded as one of the most educated Ugandans, and perhaps one of the most widely read persons in East Africa and Africa, with several academic qualifications earned from reputable universities across the world.
Because of his national and international exposure and experience, he was appointed by His Highness the Umukuka as Deputy Prime Minister and Minister in charge of Planning, Human Resources, and Development Affairs of the institution.
Dr. Wambaka is a trained economist from Makerere University and holds several doctorates and master’s degrees.
Dr. Kosea Wambaka Makwasi holds the following qualifications:
- PhD in Management Studies from the University of Central Nicaragua
- PhD in Economics from Makerere University
- Master’s degree in Economic Policy and Planning from Makerere University
- Master’s degree in International Law from the University of Salford, United Kingdom
- Master’s degree in Business Administration from the Institute of Eastern and Southern Africa, Tanzania
- Master’s degree in International Events Management from the University of Salford, United Kingdom
- Bachelor of Arts degree and Diploma in Education from Makerere University
- He also holds over twenty postgraduate certificate courses in different fields, including a certificate in Negotiation and Dealing with Difficult People and Problems. He has undertaken studies at notable institutions such as Harvard Law School, Oxford University, and the University of Central Nicaragua, among others.
He has undertaken consultancies with the Government of Uganda and the World Bank, particularly on the Bunyoro oil pipeline project.
He served as Team Leader in the development of the Master Plan and Strategic Environmental Assessment aimed at transforming the Source of the Nile River area into an international tourism destination, benchmarking on the Nile Delta in Egypt.
He also served as Team Leader and technical expert in the development of the National Wildlife Conservation Education Strategy for Uganda. In addition, he led a baseline survey for the issuance of customary land certificates in Kabale and Adjumani districts, among other assignments.
He has authored several publications and peer-reviewed numerous academic works.
Hon. Anthony Wanyoto is the Secretary to Cabinet of the Cultural Institution. He is at the final stage of his PhD in Marketing at the University of the Western Cape. He also holds a Master of Science in Marketing, a Bachelor of Commerce (Marketing), and a Higher Diploma from MUBS Nakawa.
Hon. Andrew Masaba is the Minister for Finance and Economic Planning in the Cultural Institution. He also serves in government as Assistant Commissioner in the Ministry of Water and Environment, in charge of finance.
Hon. Masaba is in his late 30s and hails from Mutufu, Sironko District. He recently hosted His Highness the Umukuka under the Mutufu Community Association. He is known as a down-to-earth and amiable minister in the Cultural Institution and, together with the Mutufu community, recently supported the Cultural Institution with over 10 million shillings.
Hon. Anthony Wanyoto has previously worked with the Ministry of Agriculture in various roles, including Public Relations and Media Management. He also served as a Director at Elgon Beverages.
Hon. Vincent Woboya is the Minister for Disaster and Emergencies in the Cultural Institution. He is 51 years old and holds a Master’s degree in Public Administration from the Islamic University in Uganda and a Bachelor’s degree in Social Sciences from Makerere University.
He previously worked with the Office of the Prime Minister as Principal Disaster Management Officer and was heavily involved in the United Nations-funded demining exercise and other partner-supported programs.
He served as Member of Parliament for Budadiri East from 2016 to 2021 and sat on various parliamentary committees, including the Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE). He also served as the Bugisu Parliamentary NRM Chief Whip.
Earlier in his career, he served Mbale District as Sub-county Chief and later as Deputy Chief Administrative Officer in the early 2000s.
Hon. Victor Kyemuswa Wanyoto was appointed as an envoy and served in government as Deputy Resident District Commissioner (RDC) for Kisoro District. He also served as Chairman of the Uganda Patriotic Movement.
Hon. Amir Manghali is the Chairperson of the Institutional Structures Development and Implementation Committee. He is a seasoned humanitarian professional and Regional Programs Coordinator for East Africa at Islamic Relief Worldwide, specializing in education and civil society development.
He holds a Diploma in Education, a Bachelor’s degree in Education, and a Master’s degree in Public Administration and Management. He has also obtained a Diploma in Pedagogy under the United Nations University of Oslo.
He served as a panelist under the auspices of the Jubilee USA Network, campaigning for debt relief for Africa through faith-based organizations.
Hajji Ahamada Wamusitu served under Umukuka I as Minister for Cooperatives. He also served with the National Council of Sports as a senior management leader and represented Mbale District as a District Councilor. Additionally, he was a member of the Uganda Muslim Supreme Council from 1987 up to 2000.
He completed his studies at Pilais Senior Secondary School, now Mbale High School.
