This statistical analysis primarily focuses on the race for the National Resistance Movement (NRM) National Vice Chairman for the Western Region.
The race has attracted several prominent figures, including Eng. Jonard Asiimwe, a certified professional in Mining and Petroleum Engineering with international experience across the oil, gas, mining, and infrastructure sectors, currently serving as the NRM Chairman for Hoima City.

- Hon. Michael Mawanda, Member of Parliament for Igara West Constituency and Director of Mobilization for the Patriotic League of Uganda (PLU)
- Hon. Nzeire Shedrac Kaguta, a brother to the President and PLU coordinator for the Ankole subregion
- Hon. Dr. Chris Baryomunsi, Minister for ICT and National Guidance and the incumbent Vice Chairman for the region.
Our findings highlight Eng. Jonard Asiimwe as a standout candidate. He is a young innovator and entrepreneur with a strong background in science and technology.
As founder and CEO of Jonard Conglomerate Investment Limited, a company focused on innovation, investment, and strategic growth, he employs hundreds of scientific innovators and plays a significant role in addressing youth unemployment by creating a self-sustaining and reliable scientific hub.
Eng. Asiimwe is a committed cadre of the NRM revolution and a highly effective mobilizer for both the NRM and PLU. He organized and personally funded a major PLU event in the Bunyoro subregion that drew large crowds from across the region.
This commitment was also reflected in his overwhelming victory as NRM Chairman for Hoima City. His willingness to use personal resources to support NRM and PLU initiatives has earned him admiration and respect across Bunyoro and beyond.
In contrast, Hon. Dr. Chris Baryomunsi has faced criticism for his performance during his term as Vice Chairman. Delegates report that he never convened a single meeting of Western Region delegates throughout his term. Many have described him as self-centered and disconnected from the grassroots, blaming him for the collapse of NRM structures in the region.
Hon. Nzeire Shedrac Kaguta has also been subject to criticism, especially after stating publicly that his interest in the Vice Chairman position was to “look for a job.” Delegates questioned how a member of the presidential family could seek a Central Executive Committee (CEC) position for such reasons.
He is often described as arrogant and ineffective in his role as PLU coordinator, having failed to organize even a single PLU event in the Ankole subregion, despite being trusted with that responsibility by Gen. Muhoozi Kainerugaba.
Hon. Michael Mawanda is known for his strategic mobilization work for both PLU and Gen. Muhoozi. While he has been active and resilient, concerns have been raised over his involvement in alleged corruption scandals.
Delegates expressed fear that these issues could affect the integrity of the CEC should he be elected. Some have gone as far as describing him as the most corrupt candidate in the race.
Based on all findings, Eng. Jonard Asiimwe stands out as the most qualified, professional, and experienced leader to represent the Western Region on the NRM Central Executive Committee. His clean record, scientific and entrepreneurial expertise, and unmatched mobilization skills place him far ahead of his competitors.
This research was conducted across all four regions of the country through interviews and consultations with NRM delegates from various districts.
