A businessman has been charged before the KCCA Chief Magistrate’s Court over an alleged procurement scam that cost suppliers nearly UGX 800 million.
Muyomba Ashiraf, the Executive Director of Hongera Saana Uganda Ltd, was on Thursday arraigned by the State House Anti-Corruption Unit working jointly with the Office of the Director of Public Prosecutions and the Criminal Investigations Directorate. He faces charges of obtaining goods by false pretence, forgery, and uttering false documents.
He has been remanded until 10th December 2025.
According to prosecutors, between December 2024 and April 2025, Hongera Saana Uganda Ltd presented itself as a Presidential Mobilization Body for Peace and Development under the Office of the President and placed a bid notice in newspapers inviting suppliers to deliver various items.
“Investigations established that the organisation had no affiliation with the Office of the President. The claim was false and deliberately used to deceive suppliers,” officials from the State House Anti-Corruption Unit noted.
Muyomba allegedly identified and entered contracts with several suppliers, among them Ms. Nasali Shillo of Kisco International Limited and Mr. Kezimbira Isaac of K.K.N Enterprises Limited. The two firms supplied goods valued at close to UGX 800 million.
The delivered items included thousands of kilograms of maize, soya, rice and groundnut seeds, posho, sugar, cooking oil, mattresses, metallic double beds, spray pumps, knapsacks, branded T-shirts, caps, umbrellas, tear drops and backdrops, among others.
However, after delivering the goods to the company’s offices in Minister’s Village, Ntinda, efforts by the suppliers to secure payment reportedly yielded nothing.
“One of the complainants says they made numerous follow-ups, but every attempt to get paid was frustrated,” investigators said.
The State House Anti-Corruption Unit says the matter underscores the growing concern over fraudulent procurement schemes and urged suppliers to verify institutions before entering contracts.
Proceedings continue on 10th December 2025 when Muyomba returns to court.
