Following earlier profiles of cabinet appointees from Bududa District, today we highlight ministers and envoys from Mbale District appointed by His Highness the Umukuka of Bugisu, Jude Mike Mudoma.
The Bugisu Cultural Institution is located at Plots 1–3, Mbale City.
Below is a profile of the Mbale District appointees and their qualifications.
1. Rt. Dr. Paul Mwambu – Prime Minister
Rt. Dr. Paul Mwambu serves as the Prime Minister of the Bugisu Cultural Institution. As Prime Minister, he is the second-in-command and assists His Highness the Umukuka in cabinet matters and the general administration of the institution.
Dr. Mwambu previously served as the NAADS District Coordinator for Mbale before joining the United Nations Development Programme (UNDP). He currently works as a Commissioner in the Ministry of Agriculture, Animal Industry and Fisheries, serving as Commissioner for Crop Inspection and Certification.
A trained entomologist from Makerere University, Dr. Mwambu holds:
- A PhD in Public Administration from Uganda Management Institute (UMI)
- A Master of Public Administration from Islamic University in Uganda
- A Master of Science and a Bachelor of Science from Makerere University
- Several postgraduate qualifications from the University of Cape Town in pesticide management and project planning
He was recognized by the Food and Agriculture Organization (FAO) as one of the best-trained experts on invasive insects in Sub-Saharan Africa.
Dr. Mwambu has over 20 years of teaching experience and has served as an adjunct professor at various universities. He has also supported the Bugisu Cultural Institution and clan structures through financial contributions and agricultural support initiatives aimed at poverty alleviation.
Hon. Moses Kutoi – Minister for Culture, Heritage, Arts, Languages and Indigenous Knowledge
Hon. Moses Kutoi holds a Bachelor of Arts degree and a Diploma in Education from Makerere University.
He previously served as Mayor of Nabumali Town Council and worked as a lecturer in the Department of Languages at Uganda Christian University, Mbale.
2. Hon. Alfred Geresom Musamali – Minister for Information
Hon. Alfred Geresom Musamali is currently completing a Master’s degree in Management Studies at Uganda Management Institute.
He holds:
- A Bachelor of Arts in Literature, Linguistics and Languages from Makerere University
- Postgraduate diplomas in Environmental Journalism, Education, and Public Administration
He has taught at institutions including Bulucheke Secondary School and Nabumali High School. He also contributed to the founding of Bududa Secondary School and a private school in Mbale.
Hon. Musamali has worked with New Vision, the Government of Zambia, and the Uganda Bureau of Statistics (UBOS) as part of the public relations team. He hails from Nabumali Town Council.
3. Hon. Michael Werikhe Kafabusa – Chairperson, Fair Cultural Commission
Hon. Michael Werikhe Kafabusa chairs the Fair Cultural Commission, whose mandate includes promoting fairness, equity, and sustainable development within the Bugisu region.
He previously served as Member of Parliament for Bungokho South (prior to 2021) and held several ministerial positions, including:
- State Minister for Trade and Industry
- State Minister for Housing and Lands
His academic qualifications include:
- Master of Arts in Physical Planning
- Diploma in Leadership from Nottingham University
- Bachelor of Social Sciences from Makerere University
4. Hon. Mutenyo Masaba Muhamud – Coordinator, Parliamentary Affairs
Hon. Masaba was appointed Coordinator of Parliamentary Affairs. He has over 30 years of political experience, having served as:
- LC I Chairman
- LC II Chairman
- Mayor of Mbale Industrial Division
- NRM Chairman for Mbale District
He is currently the Member of Parliament for Bungokho South.
Hon. Masaba holds an Advanced Diploma in Public Administration and Management and is pursuing further training in legislative protocols. He has long supported the Cultural Institution, including allocating land during his tenure as mayor.
5. Hon. Annet Masinde – Deputy Minister for Education
Hon. Annet Masinde serves as Deputy Minister for Education within the Cultural Institution. She holds several qualifications in the field of education and most recently served as District Inspector of Schools for Manafwa District Local Government.
6. Hon. Sakwa Samuel Napokoli – Minister for Local Governments and Clan Affairs
Hon. Sakwa Samuel Napokoli, the Busiu Clan Chairperson, was appointed Minister for Local Governments and Clan Affairs.
A graduate of Makerere University with a degree in Political Science, he worked as an administrator in Uganda before relocating to Kenya in 1985. He later moved to Southern Africa, where he spent over 25 years.
While in Lesotho, he taught at Moshoeshoe High School and rose to the position of Chief Examiner of English. He earned a Postgraduate Diploma in Education and another in Peace Studies during his time abroad.
He returned to Uganda in 2010 and has since been involved in philanthropic activities in Busiu.
7. Hon. Hillary Busiku – Envoy for Economic Diversification and Development
Hon. Hillary Busiku holds a degree in Computer Science and is engaged in private business. He is associated with Mbale City Opticians and serves as Chief Executive Officer of Malaika Bridals on Jinja Road, Kampala.
8. Hon. John Wambi – Envoy for Innovation and Industrialization
Hon. John Wambi serves as the Envoy for Innovation and Industrialization, contributing expertise in advancing modernization and economic transformation within the institution.
The appointment of these officials reflects a deliberate effort to integrate experienced professionals from the public and private sectors into the Bugisu Cultural Institution. Their diverse backgrounds are expected to strengthen the institution’s strategic cultural objectives from 2026 onwards.
