Uganda’s Deputy High Commissioner to Rwanda, Santa Laker Kinyera, Dies

Kampala, Uganda — The Ministry of Foreign Affairs has announced the death of Ambassador Santa Laker Kinyera, who most recently served as Uganda’s Deputy High Commissioner to Rwanda.

According to the ministry, Kinyera passed away early Tuesday morning at Mulago Specialized National Hospital. The cause of death has not been disclosed.

“It is with profound shock and sorrow that the Ministry of Foreign Affairs announces the passing of our dear colleague, Amb. Santa Laker Kinyera,” the ministry said in a statement. Funeral arrangements will be communicated in due course.

Kinyera joined the Ministry of Foreign Affairs in 1994 and held several prominent diplomatic and government positions throughout her career. In the mid-1990s, she worked in the ministry’s Africa and Middle East Department and later contributed to negotiations that culminated in the East African Community (EAC) Treaty.

In 2009, she was seconded to State House Uganda, serving as Private Secretary to President Yoweri Museveni in charge of diplomatic affairs and leading the Diplomatic Affairs Department.

During her distinguished career, Kinyera was also posted to Uganda’s missions abroad, including Copenhagen, Denmark, and Rwanda, where she served as Deputy High Commissioner until her passing.
