RDC Obongi, Mr. Samuel Mpimbaza Hashaka, Calls for Castration, Firing Squad, and Life Imprisonment for Men Who Defile Young Girls

OBONGI, UGANDA — The Resident District Commissioner (RDC) of Obongi, Mr. Samuel Mpimbaza Hashaka, has called for the castration of men who defile young girls, as well as firing squad or life imprisonment.

The RDC was presiding over the International Women’s Day celebrations for Obongi District at Rodo P/S in Aliba Sub-County.

Hashaka disclosed that over 70% of pupils in Obongi drop out of school before P7, mainly due to defilement and early marriages. He further revealed that over 90% of learners drop out by S4.

He added that over 80% of defilement cases are settled out of court by Local Councils (LCs) and police, while some of those that go to court are dismissed due to connivance. He also disclosed that most defilers falsify their ages to below 18 years, after which they are treated as minors in child sex cases and dismissed by the court.

The RDC noted that some defilers kill their victims to tamper with evidence, citing the case of a 13-year-old P4 pupil who was raped, defiled, and killed in Palorinya Sub-County during Women’s Day.

Hashaka said the solution lies in castration, firing squad, or life imprisonment, because most defilers are serial offenders. He gave examples, including:

Two teachers of Yenga P/S who were arrested for defiling several girls;

Adriko Godwel, the Health Assistant of Liwa Health Center, alleged to have defiled and impregnated a P7 pupil of Liwa P/S;

Two men who defiled an 8-year-old girl in Ewafa Sub-County;

The over 70-year-old Chairperson of Lionga Cell, who raped, defiled, and impregnated a 13-year-old pupil of Obongi Primary School.

The RDC was supported by over 90% of the celebrants at the Women’s Day celebrations.

Hashaka said he would, on behalf of the people of Obongi, write to the Speaker of Parliament, the Rt. Hon. Annet Anita Among, to advocate for the passing of a law mandating castration, life imprisonment, or firing squad for defilers.
