Afande Muhoozi, If Possible, Let’s Remove PPDA; It Is the Biggest Problem in Our Infrastructure

I would like to thank Gen. Muhoozi Kainerugaba, the Badman General, for accepting to dedicate his time and knowledge to cleaning up the mess in some government departments in our country.

Some ill-motivated individuals have taken advantage of H.E. Yoweri Kaguta Museveni’s forgiving nature, knowing him as a leader who is always willing to forgive, even when billions of public funds have allegedly been stolen.

Afande Muhoozi, your decision to fight corruption and inefficiency in some government departments was not made on your own initiative alone. It came after many Ugandans repeatedly appealed to you to help clean up this mess. Thank you for accepting our call.

Dear Sir, I would like to propose that, if possible, we consider removing the PPDA system because it has become one of the major causes of stalled infrastructure projects. There is a lot of alleged bribery in the procurement process, and contracts are often awarded to incompetent contractors as long as they have paid bribes.

The system has also caused the country to lose billions of shillings through inflated procurement costs. As a result, many projects have stalled because the procurement process takes too long. For example, if a project is expected to take only three years, you may find that the procurement process alone consumes two years, affecting the timely completion of the project.

In simple terms, Afande General, many people believe that corruption is deeply rooted within the PPDA system. We hope you can help address these challenges.
