Mr President, this is my second appeal to you as your concerned Bazukulu and a citizen of Uganda. I will not get tired of reminding you about the ugly saga going on in the Ministry of Works and Transport.
As the appointing authority, I thank you for the appointment of Minister Byamukama. However, without being biased, Mr Byamukama is destroying that ministry, which is highly technical in the country.
Mr President, you have ruled Uganda because of truth. I am telling you this, and I am entitled to my opinion, that by the time we get the right thing, it would be too late to repair the damage caused by Mr Byamukama’s incompetence.
I am appealing to you, Jaja Yoweri Kaguta Museveni, to intervene in the Ministry of Works and Transport. Mr President, that ministry is too big for Mr Byamukama to manage. That is why everything in the Ministry of Works right now is totally disorganised.
The country knows how Byamukama has been causing his outbursts of corruption without providing evidence, and those outbursts have tainted the image of our country. Foreign nationals helping us to fund our infrastructure are being humiliated in front of the camera without any single evidence. How will the foreign funders feel? Instead of using the rightful approach of dealing with such situations, the minister just gets so excited to issue baseless allegations.
Mr President, in my own opinion as your Bazukulu, what is happening in the Ministry of Works has turned into lamentation, counter-accusations and verbal outbursts on corruption without a single piece of evidence to justify this.
In fact, the Ministry of Works is going to be the worst-performing ministry in the country because the minister and the so-called technical person, Isaac Wani, are spending much of their valuable time fighting against a section of the staff without evidence instead of showing what they are capable of doing.
There is no warning. The roads need to be worked on, but the team in the Ministry of Works have taken advantage of the absence of the Permanent Secretary to cause blame with the move to hide their incompetence.
They are busy causing unrealistic transfers of staff without following the right procedure.
I personally don’t see any new road which is now being worked on under Minister Byamukama’s administration apart from the old roads under Katumba Wamala and UNRA.
Having failed to get sufficient evidence to pin the officials, the team led by Mr Isaac Wani is working around to cook allegations to our Bad Man, General Muhoozi Kainerugaba, linking some of the officials to be associated with Mr Rwabogo. Ugandans need services now, not people running up and down with baseless allegations.
Mr President, by the time you sort out the mess in that ministry, it would have been too late. You have had several ministers in that office; there was no confusion as of now. All other ministries are operating normally. Why is it that it is only the Ministry of Works where there are many issues?
Mr Byamukama was a State Minister of Works. What was he doing by then to rectify all this? He is now claiming to be fighting.
Mr President, Mr Byamukama should be investigated, and if you doubt, I will provide you with all the details so that this can be stopped.
I am Steven Ariong, the veteran journalist.
