Recently, the Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, appointed Maj. Gen. James Birungi as Uganda’s new Military Attaché and Defence Advisor to Burundi.
Maj. Gen. Birungi had just served as Commander of the Mountain Infantry Division for only two months prior to his redeployment.
The swift reshuffle follows a recent reorganization in which Maj. Gen. Birungi swapped roles with Maj. Gen. Richard Otto, moving from the Chieftaincy of Military Intelligence (CMI) to the Mountain Division in April 2025.
While serving as Chief of Defence Intelligence and Security (CDIS), Gen. Birungi was hailed as a transformative force within Uganda’s security architecture, following a series of impactful operations that significantly enhanced national security and public confidence.
Since assuming leadership at CMI/CDIS, Maj. Gen. Birungi prioritized the restoration of professionalism and discipline within military intelligence. His leadership streamlined operations, fostered stronger cooperation with the public, and renewed trust in the agency’s mandate. This sense of order translated into more effective and timely responses to national security threats.
One of Birungi’s most commendable achievements was his strategic and aggressive campaign against the Allied Democratic Forces (ADF), a rebel group responsible for terrorizing communities in Uganda and parts of the Democratic Republic of Congo. Under his direction, security forces successfully arrested key ADF operatives, dismantled sleeper cells, and reestablished calm in previously volatile regions such as Kasese and Kamwenge.
During times of heightened tension, including trade-related protests and political demonstrations, Maj. Gen. Birungi maintained a calm but firm approach. His leadership helped preserve law and order, preventing the destruction of public property and the loss of life. He is also credited with curbing violent activities allegedly orchestrated by radical elements, including those linked to the National Unity Platform (NUP) and other destabilizing groups.
Known for his unwavering dedication, Maj. Gen. Birungi often sacrifices personal comfort for duty, working tirelessly to ensure Uganda’s stability. His efforts have earned him the admiration of both the public and fellow security officers.
In addition, Birungi led operations targeting mafia-like networks attempting to infiltrate and undermine national security institutions. By neutralizing these groups’ influence, he helped uphold the integrity of the military and other state agencies.
Security analysts and political observers agree that Maj. Gen. James Birungi’s leadership has played a pivotal role in reshaping Uganda’s intelligence apparatus, making it more efficient, respected, and people-centered.
As the country continues to face both internal and external security challenges, many believe that the firm yet disciplined approach championed by Maj. Gen. Birungi will remain critical in ensuring lasting peace and stability.
