The government under the Ministry of Works and Transport has officially rolled out the Traffic & Road Safety (Speed Limit) Regulations 2024, bringing with them stricter penalties for speeding—and they’re already in effect. If you’re a frequent road user, especially on high-speed routes like the Northern Bypass or Lugogo Bypass, here’s everything you need to know to stay compliant and avoid hefty fines.
What’s New?
Under the new regulations, exceeding posted speed limits now comes with significantly stiffer financial penalties, depending on how far over the limit you’re caught:
- Exceeding by 10–30 km/h:
You’ll be fined UGX 200,000.
(This used to be UGX 100,000—now doubled!) - Exceeding by 30 km/h or more:
That will cost you a whopping UGX 600,000.
(Previously UGX 200,000—now tripled!)
Examples of Where You Could Get Caught Out
- Northern Bypass:
Speed limit is 70 km/h. If you’re caught doing 100 km/h, you’re over by 30 km/h—expect to pay UGX 600,000. - Lugogo Bypass:
Speed limit is just 30 km/h. Going 60 km/h here will also land you in the UGX 600,000 bracket.
These new penalties are enforced using speed monitoring systems and routine traffic police checks. The Ministry of Works and Transport has warned that no excuses will be entertained. Ignorance of the law won’t protect you—or your wallet.
Why the Change?
The Ministry has cited rising road accidents and reckless speeding as key motivations for the updated regulations. According to traffic data, excessive speed is among the top three causes of road fatalities in Uganda.
“These new fines are not just about punishment,” said a ministry spokesperson. “They’re about saving lives and promoting a culture of responsible driving.”
