25 New Judicial Officers Deployed as Judiciary Transfers 45 to Improve Court Efficiency

The Judiciary has deployed 25 newly appointed Judicial Officers and transferred 45 others at the rank of Registrars and Magistrates in a bid to enhance efficiency and service delivery across various courts in Uganda. These changes are part of the Judiciary’s ongoing Transformational Agenda, aimed at improving access to justice and addressing case backlog.

Hon. Chief Justice Alfonse Chigamoy Owiny-Dollo welcomed the deployments and transfers, emphasizing that they align with the Judiciary’s focus on improving service delivery. He stressed that the moves are part of efforts to bridge the gap between justice providers and the public. “We are continuing with our agenda of bridging the gap between the justice providers and the justice seekers by taking court services closer to our people. We will continue to build more courthouses, employ more personnel, and provide modern tools of work in the courts as we fulfill our vision of justice for all,” observed the Chief Justice.

Chief Registrar Her Worship Sarah Langa Siu highlighted that some of the deployments and transfers at the Magistracy level are in new magisterial areas. “Some of the deployments and transfers are in new magisterial areas where the judicial officers will pioneer. Our appeal to them is to execute their duties with diligence, integrity, and maintain a people-centered approach, which has been our theme for the year. The transfers are normal and are intended to improve service delivery,” she said.

The operationalization of new magisterial areas includes Nakaseke, Gomba, Butaleja, and Kawempe. Additionally, stations with high caseloads, such as Mukono, Mbarara, and Buganda Road, have seen the addition of more Chief Magistrates. Buganda Road Court, which began handling civil matters, now has an additional Chief Magistrate deployed to sit at the Law Development Centre. This move is also intended to offer professional support and mentorship to students at the Centre.

The Chief Registrar urged the newly appointed and transferred Judicial Officers to serve the public with dedication and to avoid all forms of maladministration. Newly appointed Acting Chief Magistrates, Kwesiga Joseph and Ndagire Patricia, have been deployed to Nakaseke and Kaberamaido, respectively.

Detailed Changes in Personnel

Other notable changes include the following transfers:

• Deputy Registrar Catherine Agwero has been moved from Kabale to Luwero.
• Deputy Registrar Mulalira Faisal Umar has been transferred from the Judicial Training Institute to Masindi.
• Assistant Registrars:
  • Atigo Hellen moves from the Family Division to Rukungiri.
  • Nantamu Oliver is transferred from Rukungiri to the Family Division.
  • Nakitende Juliet is moved from Masindi to the Judicial Training Institute.
  • Tumwebaze Kenneth has been transferred to Kabale.

Effective Dates of Deployments and Transfers

The Chief Registrar confirmed that the new deployments are effective immediately, while the transfers will take effect on January 1, 2025.
