(Kampala) – The National Environment Management Authority (NEMA) has shut down a private cattle farm in Kololo, following multiple complaints from nearby residents about the unpleasant odor from animal waste and noise pollution. The farm, located just three kilometers from Kampala’s City Square, had been operating without the necessary approvals since it opened in 2019.
NEMA reported that the zero-grazing farm initially housed 10 Friesian cows. Despite guidance from the authority, which led to the transfer of six cows to a farm in Iganga District in February 2024, complaints from neighbors continued, prompting further investigation.
Following an inspection involving the Environment Protection Force (EPF), NEMA found the farm was violating multiple regulations. The waste management system was inadequate, failing to comply with the National Environment (Waste Management) Regulations of 2020. Noise levels from the cattle were also above the permissible limit for a mixed residential area, reaching 85 decibels, while the maximum allowable noise level is 55 decibels under the National Environment (Noise Standards and Control) Regulations, 2003.
The farm was also found to be contributing to air pollution, with a strong, unpleasant odor linked to ammonia and methane emissions from the waste piles. This violates the National Environment (Air Quality Standards) Regulations, 2024, which set standards for air quality. As a result of these findings, NEMA ordered the immediate closure of the farm and instructed the owner to transfer the remaining four cows to the Iganga farm. The farmer was also required to clean up and properly manage the pollution at the site in line with the National Environment Act.
This action by NEMA has sparked some frustration among residents of Kampala, who have raised concerns about delays in addressing similar issues in other areas. According to government statistics, Uganda is home to over 14.5 million cattle, with many farms located in rural areas.
