New Cement Factory in Moroto District Poised to Generate Thousands of Jobs

The government has granted a 21-year large-scale mining license to Sunbird Resources Limited in a significant development for Uganda’s mining sector. This move unlocks the potential of 67 million tonnes of limestone, promising considerable economic benefits for the nation.

During a press briefing held at the Ministry’s offices in Kampala, Minister for Energy and Mineral Development, Ruth Nankabirwa, hailed the licensing as a game-changer, emphasizing its potential to spur economic growth through job creation.




The project is anticipated to create a total of 3,600 jobs, comprising 600 direct positions and 3,000 indirect opportunities, which will notably contribute to Uganda’s economic development.




Sunbird Resources Limited has been granted the license (LML0344) to mine 8,000 tonnes of limestone per day in Rupa Sub-County, Moroto District. Minister Nankabirwa highlighted the significance of this milestone, marking a pivotal moment in the nation’s mining sector.




The establishment of this cement factory is poised to address the nation’s cement demand substantially. With aspirations to become the largest cement factory in Uganda, it aims to reduce the country’s reliance on imported clinker, valued at over $700 million annually.

A comprehensive exploration spanning over six years has revealed the presence of 67 million tonnes of clinker-grade limestone. This discovery positions Uganda as a significant player in the cement production industry, fostering self-sufficiency and reducing dependency on imports.

Minister Nankabirwa extended gratitude to President Museveni for laying the foundation stone for the cement factory in September 2023. This underscores the government’s commitment to fostering economic growth and development through strategic investments in key sectors.




Sunbird Resources Limited has forged a partnership with West International Holdings Ltd, a subsidiary of Hong Kong-listed West China Cement Ltd, for the establishment of the cement factory. The proposed 6,000 Tonnes Per Day Clinker Lime & 1 million Tonnes Per Year Cement Factory will be located in Nadunget Sub-County, Moroto District.

The mining operations and subsequent cement production are projected to yield substantial royalty payments, exceeding sh160 million per day of operation. These contributions will significantly bolster the consolidated fund, further underlining the economic significance of the venture.
