Chief Justice Warns Against Delay of Justice During Swearing-in Ceremony

Chief Justice Alfonse Chigamoy Owiny-Dollo presided over the swearing-in ceremony of five judicial officers, including four Magistrates Grade One and one Acting Chief Magistrate at the Judiciary Headquarters in Kampala on Tuesday, January 16, 2024. The Chief Justice was accompanied by Deputy Chief Justice Richard Buteera and Principal Judge Dr. Flavian Zeija.

The ceremony witnessed the swearing-in of Hilda Bakanasa Walaga as Acting Chief Magistrate, formerly Manager of Prosecutions at Uganda Revenue Authority; Magistrates Grade I, Asha Nakiwate, previously a Human Rights Officer with Uganda Human Rights Commission; Edith Anne Pepera; Derrick Kamanzi; and Jackline Kembabazi, who transitioned from private practice.

The newly appointed judicial officers, joined by their relatives and friends, pledged to uphold their judicial functions and administer justice impartially, in accordance with the Constitution and national laws. They vowed to dispense justice without fear, favor, affection, or ill will.

The Chief Justice emphasized the importance of efficiency in the justice system, cautioning against any delays. The event was attended by Lady Justice Damalie N. Lwanga (Executive Director of the Judicial Training Institute), Dr. Pius Bigirimana (Judiciary Permanent Secretary), Maureen Kasande (Under-Secretary), and other senior Judiciary staff.

Principal Judge Dr. Flavian Zeija also graced the ceremony, reinforcing the judiciary’s commitment to delivering justice promptly and fairly. The Registrar High Court, Rosemary Bareebe, represented the Chief Registrar, while Judiciary Public Relations Officer James Ereemye Jumire Mawanda moderated the function.
