Churches, Clubs in Gulu Must End Noise by 10 pm

Gulu City officials set restrictions on noise levels from churches and nightclubs, requiring compliance by 10:00 pm.

(Gulu) – Gulu’s Resident City Commissioner, Ambrose Onoria, has ordered security personnel to begin enforcing noise restrictions on churches and nightclubs that operate beyond permissible noise levels after 10:00 pm. The directive came during a meeting organized by the Uganda Communications Commission (UCC) on November 13, 2024, attended by various stakeholders including church leaders, local media, and security officials.

Onoria noted that noise complaints from religious activities and entertainment venues, particularly those operating late into the night, have become common. “Sometimes, I hear noise beyond midnight from churches around the city,” he said, urging religious leaders to recognize that sound reaching long distances may cause more disruption than benefit. He specifically pointed out that some pastors have been holding open-air night prayers past 10:00 pm, which he termed as “unacceptable.”

In response to Onoria’s directive, Daniel Baitwababo, a senior standards officer at UCC, acknowledged the public’s complaints about excessive night-time noise and expressed optimism that this meeting would lead to a more peaceful night environment for residents.

Reverend Nelson Obol, who oversees born-again churches in Gulu, responded to the directive by highlighting that the constitution protects their right to pray. He explained that their services are often accompanied by “powerful musical instruments” which, while enhancing worship, can contribute to noise levels. However, he urged church leaders to respect the community’s concerns and comply with the new noise guidelines.

Local residents voiced mixed reactions. Lucy Aparo, a resident of Kasubi Cell in Bardege Layibi Division, emphasized the importance of respecting people’s right to pray, noting that worship times vary among believers. However, she suggested that worshippers consider reducing the volume of their sound systems and voices during night prayers to avoid disturbing others.

Another resident, Joseph Nyero Lapat of Patuda Ward in Bardege Layibi Division, proposed that local leaders work with churches to raise awareness on controlling noise levels during night-time services. He felt this would be more effective than closing down places of worship. Additionally, he noted that churches that hold frequent night and day services should be prioritized for noise regulation due to their impact on community peace.
