Newly Appointed Judicial Officers Tasked with Reducing 43,000 Case Backlog

Newly appointed High Court registrars and Grade One Magistrates have been urged to help the judiciary address a backlog of 43,617 cases that have been pending for more than two years. The Chief Registrar, Sarah Langa Siu, made this call during the swearing-in ceremony of eight new judicial officers. These officers, including Gorret Arinaitwe, Ivan Nkwasibwe, Asiziya Suzan Musoli, Rogers Kinobe Binega, Agnes Mutatina Natukunda, Juliet Komugisha, Alison Nasasira, and Joseph Omara Sabitti, have taken their oaths of office.

Chief Registrar Langa welcomed the new officers and emphasized the importance of reducing case backlogs and ensuring the timely delivery of justice to the people of Uganda. She also stressed the significance of respecting the hierarchy within the judiciary and recognizing the contributions of clerks and support staff.

During the same event, Chief Justice Alfonse Owiny Dollo urged the new officers to serve as ambassadors of the judiciary in their respective areas of duty. He highlighted the need for expeditious judgment delivery and the careful handling of bail applications. Chief Justice Dollo also reminded the officers of their responsibility to ensure that individuals deserving of imprisonment are duly processed and sent to the High Court without delay.

Principal Judge Dr. Zeija called upon the new officers to maintain high standards of conduct, both professionally and personally. He emphasized that their behavior reflects not only on themselves but on the entire judiciary, urging them to conduct themselves beyond reproach in all aspects of their lives.

Deputy Chief Justice Richard Buteera announced that the Judicial Training Institute would organize orientation and induction seminars to familiarize the new officers with judicial culture, etiquette, norms, and values. He encouraged them to actively participate in these seminars and strive to become exemplary judicial officers.

Buteera also highlighted the judiciary’s goals, including enhancing equitable access to judiciary services, improving court processes and case management, and strengthening information and communication technology (ICT) infrastructure. In conclusion, he encouraged the new officers to build their professional brand, seek knowledge when needed, and produce high-quality decisions.
