Ugandan Judge Julia Sebutinde’s ICJ Dissent Triggers Social Media Backlash

Justice Julia Sebutinde, the first African woman on the International Court of Justice (ICJ), stirred global controversy last Friday when she stood alone among 17 judges, dissenting against all six provisional measures filed by South Africa, accusing Israel of genocide in Gaza. While she called for a diplomatic or negotiated settlement, her dissent sparked heated discussions globally.

In 1999, Justice Sebutinde exposed corruption in the police force through a bold probe, earning her admiration as a prominent anti-corruption figure. However, her recent dissent in the ICJ case has led to a shift in public perception, with some accusing her of betraying Africa’s stance on the Palestinian question.

Her dissent, where she questioned South Africa’s evidence of genocidal intent by Israel, resonated globally, making her the most trending person on social media. While some defended her legal perspective, many were dismayed by her dissent, particularly in contrast to the vote of an Israeli judge in favor of some of South Africa’s demands.

The Ugandan government swiftly distanced itself from Justice Sebutinde’s dissent. Ambassador Adonia Ayebare, Uganda’s Permanent Representative to the United Nations, clarified that her ruling did not represent Uganda’s position on the situation in Palestine. Social media reactions included caricatures portraying Sebutinde blocking her ears with her fingers, emphasizing the backlash.

Justice Sebutinde, known for her past contributions to anti-corruption efforts, now faces contrasting public opinions due to her ICJ dissent. Historical comparisons were drawn with legendary English judges like Lord Denning, known for persistent dissent.
