Wakiso Physical Planner Convicted of Receiving Bribe in Ugandan Anti-Corruption Court

The Anti-Corruption Court in Nakasero, Kampala, found a physical planner, Herbert Samson Kavuma, attached to Wakiso District Local Government, guilty of soliciting a bribe totaling shillings 700,000. The conviction came after Kavuma was charged with soliciting shillings 700,000 and receiving shillings 400,000 from Allan Asiimwe on January 10, 2019.

Senior Principal Magistrate Grade One, Abert Asiimwe, delivered the verdict on October 31, 2023, stating that the prosecution had successfully established Kavuma’s receipt of a bribe as part of a scheme to gain approval for a building plan.




Magistrate Asiimwe based the conviction on the compelling evidence presented by the prosecution, emphasizing the absence of doubt regarding Kavuma’s acceptance of gratification amounting to shillings 400,000. The court acknowledged that all elements of the offense of corruption were satisfactorily demonstrated during the trial.




Moreover, Asiimwe highlighted that the prosecution had introduced evidence indicating that the money used as part of a trap operation was seized from the accused at the time of his arrest. This further supported the case against Kavuma.




The court proceedings also included an examination of the voluntariness of Kavuma’s charge and caution statement. Following a careful review of the trial within a trial, it was determined that the accused had voluntarily provided a statement, reinforcing the prosecution’s case against him.
