Chinese National Detained in Luzira Prison for Alleged 3 Billion Shillings Tax Fraud

A Chinese national has been remanded to Luzira Prison on allegations of tax fraud amounting to 3 billion Ugandan shillings.

The individual in question, identified as Wu Su, appeared before the Nakasero-based Anti-Corruption Court on May 7, 2024, where Principal Magistrate Grade One Christopher Opit presided over the proceedings.

The court took the decision to remand Su after establishing that he lacked proficiency in the English language, necessitating the arrangement of an interpreter to ensure proper understanding of the legal proceedings.

Prior to the remand order, Magistrate Opit sought clarification from the accused regarding his preferred language of communication. However, Su remained unresponsive, prompting the court to proceed with the remand.

Su has been remanded until May 17 to allow the court sufficient time to secure an interpreter, ensuring that the charges against him can be accurately communicated in a language he comprehends.

The charges against Su include failure to apply for registration under tax law, failure to furnish a tax return, and failure to maintain proper records.

According to the allegations, Su, during the period between January 2021 and August 2023, held an account at KCB Bank Commercial Plaza branch in Kampala Central. During this time, he allegedly engaged in unexplained transactions amounting to $967,156 (approximately 3.6 billion shillings) without seeking registration from the Uganda Revenue Authority Commissioner General, as required by tax law.

Furthermore, Su is accused of failing to file tax returns to the Uganda Revenue Authority for the same period, as well as neglecting to maintain proper records of his financial transactions, as mandated by law.

During the court proceedings, the prosecution team, led by Patricia Ndagire and Hildah Atusimiire from the Uganda Revenue Authority, informed the court that the accused appeared without legal representation.
