OTUKE—A routine clan meeting in Otuke District took a devastating turn last week, leaving a 53-year-old man dead and four suspects on the run, in an incident that authorities have condemned as “inhumane treatment orchestrated by some clan leaders.”
The deceased, identified as Obalang Francis, a peasant farmer and resident of Agweng Village in Ogwette Sub-county, died on February 14, 2026, after allegedly being assaulted by fellow clan members who had been sent to escort him to a scheduled meeting.
According to a statement released by the territorial police, the incident unfolded around midday when clan members gathered in Agweng Village noticed Obalang’s absence. Concerned community members delegated four individuals—identified as Ojok Isaac, Otim, Okello Ajur, and Apule Olipa, all residents of Atira Parish—to proceed to Obalang’s home and escort him to the venue.
What began as a neighbourly gesture quickly escalated into violence.
“Upon reaching his home, the suspects allegedly began assaulting him while escorting him to the meeting venue, causing him to lose consciousness,” the police report detailed.
In a disturbing turn of events, the group reportedly transported the unconscious man on a motorcycle to the meeting location and placed him aside, apparently expecting him to regain consciousness as proceedings continued. When attendees later checked on him, they found he was no longer responsive.
Realising the gravity of the situation, the four suspects fled the scene. No attempt was made to transport Obalang to any nearby health facility for urgent medical attention, police confirmed. He was later pronounced dead.
The body was discovered the following morning, prompting Opaka Musa, a 42-year-old resident of Ogelicho Village, to report the matter to authorities at approximately 7:00 am on February 15.
Police responders attended the scene, which was thoroughly examined and documented. Investigators have since recorded statements from witnesses who may shed light on the circumstances surrounding the fatal assault.
The deceased’s body has been conveyed to the local Health Centre IV, where a postmortem examination will be conducted to establish the exact cause of death.
As of press time, no arrests have been made. Police have launched an active manhunt for the four suspects, who remain at large.
“We condemn very strongly such inhumane treatment orchestrated by some clan leaders,” stated SP PJ Okema, Public Relations Officer for the North Kyoga Region. “We appeal to the public to be alert and report any sightings of the suspects to any nearby police station for arrest and prosecutions.”
The incident has sent shockwaves through the small farming community in Otuke District, raising troubling questions about the administration of informal justice and the responsibilities of community leadership. Clan meetings traditionally serve as platforms for resolving disputes and maintaining social cohesion, making the violent outcome all the more shocking to local residents.
Authorities continue to appeal for calm while investigations proceed, urging anyone with information regarding the whereabouts of the four fleeing suspects to come forward immediately.
