Hajji Yunus Kakande, the secretary in the Office of the President, has taken the decision to suspend Paul Waiswa Bweni Bwamwiko, the deputy Resident District Commissioner (RDC) of Luuka District, due to allegations of gross misconduct. The suspension follows a complaint from Abudallah Kisige, accusing Bwamwiko of physical assault.
In a letter dated March 3, Kakande stated that the complaint lodged against Bwamwiko was deemed a criminal matter that should be addressed by the Police. He highlighted that such conduct tarnishes the reputation of the Public Service and violates specific sections of the Uganda Public Service Standing Orders (2021).
Citing Section (F-r), paragraph 5(b), (d), and (k) of the standing orders, Kakande emphasized the seriousness of the allegations and their implications for Bwamwiko’s role as the Deputy RDC. Consequently, he issued an immediate suspension from duty.
As per the directive, Bwamwiko was instructed to hand over all official government property, including his office and government vehicle, in accordance with Section (F-d) of the Uganda Public Service Standing Orders (2021). However, he was allowed to retain his employment identity card.
Additionally, Bwamwiko was given the opportunity to provide a written defence regarding the allegations raised by Kisige within 14 days from the date of the letter. Kakande stressed the importance of Bwamwiko presenting a compelling case to justify why disciplinary action should not be pursued further.
The decision to suspend Bwamwiko stems from a complaint lodged by Abdullah Kisige, a casual laborer at Kiyunga car washing bay in Luuka district. Kisige accused Bwamwiko of physically assaulting him, substantiating his claim with a WhatsApp video depicting the alleged incident.
Moving forward, the case will be subject to thorough examination, with Bwamwiko expected to provide a detailed response to the allegations brought against him. The outcome of this process will determine whether further disciplinary measures are warranted.
