The Inspector General of Government (IGG) has taken decisive action against three Masindi District Local Government officials, uncovering alleged misconduct that has raised concerns within the administration. The individuals involved are Ms Scovia Rwahwire, a senior assistant secretary; Mr Denis Sanai Kamukama, also a senior assistant secretary; and Ms Prudence Alituha, who was slated for the position of district production officer. The IGG’s intervention comes as a response to these officials’ actions, which have raised questions about their qualifications and adherence to established procedures.
A breakdown of the disciplinary actions ordered by the IGG reveals a series of issues that need to be addressed. Firstly, Ms Scovia Rwahwire has been directed to return to the District Service Commission for reconsideration. This decision stems from her purported lack of the basic requirements essential for her current position.
Secondly, Mr Denis Sanai Kamukama is under scrutiny due to allegations of falsely presenting a postgraduate diploma to secure his appointment as a senior assistant secretary. The IGG has called for him to face the district service commission for appropriate disciplinary measures, possibly resulting in his dismissal from service. Furthermore, the IGG has instructed the police to conduct an investigation into the authenticity of the documents Mr Kamukama used in support of his claims.
The Uganda Management Institute (UMI) has weighed in on the matter, refuting any issuance of a Postgraduate Diploma in Public Administration and Management certificate to Mr Kamukama. They have also pointed out discrepancies in the certification stamp’s signatory, casting doubt on the legitimacy of the document.
In the case of Ms Prudence Alituha, the IGG’s inquiry exposed irregularities in her appointment. Although she possessed the necessary academic qualifications and experience for the district production officer position, she was not recommended for the role by the chief administrative officer (CAO) as required by law. This deviation from the provisions outlined in the Public Service Form 3 indicates a lack of adherence to established procedures. The IGG’s findings conclude that her application, shortlisting, and appointment were, therefore, irregular.
