Obongi RDC Hasaka Arrests Man for Smuggling 37 Cows with Forged Documents

Obongi District, Uganda –  Obongi Resident District Commissioner (RDC) Hasaka Mpimbaza Samuel has arrested Badiidi Nathan Rubagasira, a man from Kiruhura District, for attempting to smuggle 37 undocumented cows across the Obongi ferry using a forged movement permit.

He also attempted to bribe the RDC with one million shillings to let the cows proceed to Yumbe District.

During the arrest, RDC Hasaka was accompanied by the Obongi Assistant RDC and police officers. The suspect, Nathan Rubagasira, was arrested from the RDC’s office after making two failed bribery attempts.

Hasaka said that before the arrest, Rubagasira pulled him aside and offered him one million shillings in exchange for clearance from the Operation Harmony Committee to allow the cows to proceed to Yumbe. When the RDC rejected the bribe, Rubagasira followed him to his office and tried again to convince him to accept the money and clear the livestock.

According to RDC Hasaka Mpimbaza, Rubagasira claimed to have spent 12.5 million shillings bribing his way from Kazo to Amuru District. However, his luck ran out when the security team, led by the RDC and the Assistant RCC in Obongi, apprehended him. He was arrested in the presence of the police and is expected to be arraigned in court tomorrow, Friday.

At the ferry, Rubagasira was found with 37 Friesian cows and presented a forged movement permit purportedly issued from Amuru District. Surprisingly, the permit bore the name Achikure Hamura.

According to his National ID, Badiidi Nathan Rubagasira is a resident of Mbuga II Village, Kitabo Parish, Kashongi Sub- County, Nyabushozi County, Kiruhura District.
