China-Uganda Academic Partnership: Liaoning Universities Foster Educational Exchange

Five universities from China’s Liaoning province have entered into memoranda of understanding (MoUs) with colleges and universities in Uganda. As part of these agreements, exchange programs will be initiated, allowing students from Ugandan institutions to study in China, and facilitating knowledge-sharing between lecturers from both countries.

The Liaoning universities involved in this collaboration include Liaoning University of Technology, Traditional Chinese Medicine, International Education College, and Shenyang Conservatory Music. The signing of the MoUs aligns with the government’s efforts to strengthen the people-to-people collaboration aspect of the China-Africa relationship.

Vincent Musubire, Deputy Principal Private Secretary to the Vice President, emphasized the significance of educational partnerships in enhancing the ties between Uganda and China. The collaboration aims to deepen connections at the grassroots level, contributing to the overall strengthening of diplomatic relations.

Musubire stated that such collaborations not only focus on academic ties but also contribute to broader initiatives that impact people’s livelihoods. He highlighted the employment opportunities created through collaborations, particularly in industrial parks, emphasizing the positive outcomes for the people of Uganda.

As part of China’s initiatives, there is a plan to establish education parks in different regions, contributing to the overall development and employment of Ugandans. Musubire expressed optimism about the establishment of these universities, citing them as significant achievements for the nation.

Dr. Alex Kakooza, the Secretary-General of China Friendship Association Uganda, highlighted the association’s role in fostering friendly cooperation between the two nations over the past 12 years. The association has played a crucial role in linking Chinese provinces with Ugandan regions, facilitating collaborations and training programs.

The collaboration with Liaoning province is expected to contribute to technological transformation, scholarships for students, and exchange programs between universities. Liang Fengyan Lily, the Director of Shenyang Conservatory Music, emphasized that such exchanges would bring Ugandans closer to Chinese culture, music, and drama, enhancing the overall relationship.

YAN Jie, the head of the Liaoning University Friendship and Exchange Delegation, emphasized the importance of person-to-person relationships between Ugandans and Chinese, particularly in fostering close ties between students. The collaboration spans areas such as technology, culture, music, tailoring, and cosmetology.

Professor Osward Ndoleriire, the Principal of Luyanzi Institute of Technology, highlighted the academic significance of collaboration with China, considering it as the world’s second-largest economic power. He stressed the importance of learning the Chinese language, emphasizing its status as one of the six international languages.
