MP Calls for Greater Representation of PhD Holders in Uganda’s Parliament

Concerns have been raised by Ronald Akugizibwe, Member of Parliament for Buruli County, Independent, over the scarcity of PhD (Doctor of Philosophy) holders in Uganda’s Parliament. Akugizibwe emphasized the invaluable contribution that individuals with doctoral degrees could make to legislative processes and policymaking.

Speaking at the graduation ceremony of Dr. Peter Babyenda, an assistant lecturer at the School of Economics, Makerere University, Akugizibwe expressed apprehension about the trend of PhD holders leaving Parliament for individuals with lower academic qualifications. Dr. Babyenda, who obtained a Doctor of Philosophy in Economics from the University of Nairobi, was commended by Akugizibwe for his achievement.




During his address, Akugizibwe highlighted the potential of a PhD in economics to contribute valuable insights on issues such as inflation and debt within the Parliament. He stressed the need for practical solutions to economic challenges and encouraged PhD holders to support MPs with research and evidence, enhancing the quality of policy and lawmaking.




In a lighthearted manner, Akugizibwe joked about potential political competition with Dr. Babyenda in their constituency but urged him to find another area, as he intended to continue serving in politics.




The MP disclosed his intention to pursue a master’s program during his next term (kisanja) in Parliament, with the ultimate goal of earning a PhD. He underscored the importance of academic rigor in obtaining a doctoral degree, differentiating it from honorary doctorates.

Calling on PhD holders to actively engage with MPs on critical issues, Akugizibwe emphasized the reciprocal relationship between Parliament and educational institutions. He urged those with doctoral qualifications to contribute their expertise and engage in meaningful discussions on national matters.

Notable PhD holders currently in Parliament include Dr. Elijah Dickens Mushemeza, Dr. Jane Aceng, Dr. Charles Ayume, Dr. Eunic Apio Otuko Eunice, Dr. Chris Baryomunsi, and Dr. Timothy Batuwa. Additionally, Dr. Ruth Nankabirwa holds an honorary doctorate.




Dr. John Mutenyo, a senior economics lecturer, highlighted the role of PhD holders in promoting research and understanding societal or economic problems. A PhD, considered the highest academic achievement, signifies a commitment to a theoretical approach to learning and research.
