KAMPALA, Uganda — The Electoral Commission (EC) has officially appointed Richard Baabo Kamugisha as its substantive Secretary, effective 4th March 2026, following his tenure as acting Secretary since late 2024.
In a press statement issued on 10th March 2026, the Commission confirmed the appointment, noting that Kamugisha takes over the role after serving in an acting capacity when the former Secretary left the institution.
As Secretary to the Commission, Kamugisha will also serve as the Accounting Officer and Head of the Technical Wing (Management), making him responsible for the overall administrative and operational management of the Commission.
Kamugisha is a seasoned election management expert who has served with the Electoral Commission since 1999. Over the years, he has risen through the ranks, holding several key positions including District Registrar/District Returning Officer, Head of the Field Operations Department, and later Director of Operations.
According to the Electoral Commission Act, the Secretary of the Commission holds office for a five-year term, which is renewable once.
The Commission described Kamugisha as an experienced professional whose long service and expertise in election management are expected to strengthen the institution’s administrative and technical leadership.
