The Forum for Democratic Change (FDC) has expressed “profound sadness” over the recent tragedy at the Kiteezi landfill in Kampala, where over 21 people have been confirmed dead following the collapse of the site. The Uganda Red Cross has verified the fatalities, and the FDC extends its condolences to the affected families and communities.
The FDC criticized the Kampala Capital City Authority (KCCA) and the government for their failure to address the landfill’s capacity issues, which were identified as early as 2015. The collapse serves as a severe reminder of the dangers associated with neglecting public safety and environmental management.
In response to the tragedy, the FDC is calling for immediate humanitarian support for the victims, including the provision of shelter, food, psycho-social support, and relocation for those living near the landfill. Additionally, the party demands a thorough investigation into the incident and the implementation of preventive measures to avoid similar disasters in the future.
The FDC advocates for the following actions to ensure sustainable waste management in Kampala:
- Immediate closure of the Kiteezi landfill to mitigate further risks to human life and the environment. The FDC urges KCCA and the government to establish a temporary facility for solid waste management.
- Development and implementation of a comprehensive Solid Waste Management Plan. The FDC proposes a public-private partnership (PPP) to address the Kiteezi landfill crisis effectively.
The FDC believes that a PPP can offer a sustainable solution by leveraging private sector expertise and resources. This model would focus on improving waste collection, disposal, and recycling services. The party recommends that the PPP model include:
- Development of a comprehensive waste management system
- Implementation of efficient waste collection and disposal methods
- Investment in modern waste-to-energy technologies
- Promotion of recycling and composting initiatives
- Adoption of environmentally friendly and sustainable practices
The FDC expects that such a model will provide a long-term solution to the landfill crisis, reduce waste disposal risks, mitigate environmental hazards, create job opportunities, and attract investment in waste management infrastructure.
In addition, the FDC has announced a mobilization and recruitment drive in the East Buganda region. On August 17, 2024, the party will hold a rally in Lugazi Municipality, Buikwe District, at the Wagadugu-Railway Grounds. The event will feature the launch of a digital membership registration system led by party leader Hon. Eng. Patrick Amuriat Oboi, aimed at enhancing membership management and engagement.
The mobilization drive will focus on recruiting new members, engaging with the local community, and addressing regional issues such as economic development and infrastructure. The FDC views East Buganda as a crucial area for its political strategy, with significant potential to influence national politics and elections.
