NEMA to Introduce Automated Operations Starting March

The National Environment Management Authority (NEMA) of Uganda is set to embark on a significant operational transformation by introducing automated processes starting in March. This initiative aims to enhance efficiency and facilitate business transactions related to environmental licensing and management across the country.

Dr. Barirega Akankwasah, the Executive Director of NEMA, made this announcement during a stakeholder engagement event held in Jinja city on February 23. He emphasized that the automation would streamline service delivery, allowing the public to access NEMA services online, expedite project reviews, provide real-time information for decision-making, and overall improve operational efficiency.




Key aspects of NEMA’s operations that will be automated include the application and processing of environment practitioners’ licenses, project briefs, and environment and social impact assessment (ESIA) certificates. Dr. Akankwasah highlighted that starting from March 1, 2024, these processes will transition to a web-based Environment Licensing and Management Information System (ELMIS) developed by NEMA.




Furthermore, Dr. Akankwasah assured stakeholders from the Busoga, Bukedi, and Kigezi sub-regions that there would be no immediate evacuations from wetlands without providing suitable alternatives. This assurance came during discussions aimed at promoting sustainable livelihood programs and environmental protection, convened by NEMA and the Coordinator of Operation Wealth Creation (OWC), Gen Salim Saleh.




Acknowledging concerns raised by local leaders, including legislators and government officials, Dr. Akankwasah reiterated that NEMA would not enforce wetland evacuations until viable alternatives were in place. He emphasized the importance of collaboration and consultation with affected communities to ensure a sustainable approach to wetland management.

The stakeholder engagement also saw input from prominent figures such as the First Deputy Prime Minister, Ms. Rebecca Kadaga, and the Minister for the Presidency, Ms. Milly Babalanda. Ms. Kadaga urged the government to issue a clear public instrument regarding wetlands to avoid selective application of laws, emphasizing the need for capacity building and alternatives for affected communities.
