Generous Benefits for Former Parliament Speakers

Speaker of Parliament, Anita Among, emphasized the importance of expressing gratitude to individuals while they are still alive. During a ceremony at the Parliamentary Building in Kampala, Among handed over vehicles to former Speakers, including Edward Ssekandi and Rebecca Kadaga, acknowledging their significant contributions to the country.

In her address, Among stressed the need to recognize accomplishments during one’s lifetime rather than posthumously. She highlighted the 11th parliament’s decision to appreciate the former Speakers for their ongoing service to the nation.




Moreover, Among announced a new initiative, wherein former Speakers will receive new cars every five years. Additionally, Parliament will cover expenses such as fuel, vehicle maintenance, and driver salaries. The vehicles will remain the property of the Government of Uganda, reflecting the commitment to caring for the well-being of these distinguished individuals.




According to the amended Parliamentary Pensions Act, former Speakers and Deputy Speakers are entitled to monthly allowances, a chauffeur-driven car, security guards, a TV, domestic staff, and medical care for themselves and their spouses. The Act, passed in late 2022, ensures these benefits for all former Speakers and Deputy Speakers since 1980 and their dependents.




The MPs argued that the move was justified, citing instances where former Speakers lived in unfavorable conditions. Tororo North MP, Geofrey Ekanya, expressed concern for former Speakers and their dependents facing hardships, leading to the passing of the Bill introduced by Workers’ MP Arinaitwe Rwakajara in July 2022.

Among the beneficiaries of the new retirement benefits are Francis Butagira, James Wapakhabulo (deceased), and Francis Ayume (deceased), who served as Speakers of Parliament in various periods.
