Public servants and pensioners all over Uganda will experience delays in receiving their July salaries. The delay is due to complications in integrating the Human Capital Management (HCM) system with the Integrated Financial Management System (IFMS).
Catherine Bitarakwate, the Permanent Secretary in the Ministry of Public Service, explained that the delays were caused by the completion of enhancements to the HCM and IFMS integration. She noted, “The delays in processing salaries and pensions for July 2024 were due to the finalization of the integration process. This enhancement was completed on July 29, 2024.”
The integration of these two systems is intended to improve the accuracy of financial transactions by providing automatic validation controls for payroll invoices. This ensures correct financial coding, supplier numbers, site IDs, and payroll categories during the transfer of invoices from HCM to IFMS.
Bitarakwate added that the Ministry of Public Service, in collaboration with the Ministry of Finance Planning and Economic Development and the National Information Technology Authority-Uganda (NITA-U), has now completed the necessary updates. Payroll officers from all HCM sites have been trained on the new system features, which should facilitate the prompt calculation and payment of salaries and pensions for July 2024.
“The payment files for the Integrated Personnel and Payroll System (IPPS) have been updated and are now ready for processing,” Bitarakwate said. This update allows for the processing and payment of salaries, pensions, and gratuities for July 2024.
A senior official from the public service ministry indicated that, under normal circumstances, salaries and pensions would have been distributed by July 26, 2024. The current delay is attributed solely to the system integration process.
